RESOLUTION OF THE BREVARD REPUBLICAN EXECUTIVE COMMITTEE
The Brevard Republican Executive Committee, by and through its undersigned Chairman,does hereby make the following resolution:WHEREAS, Rule 8(a) of the Republican Party of Florida Party Rules of Procedure statesin pertinent part thatThe State Executive Committee may endorse, certify or recommend candidates incontested Republican primaries only upon the unanimous approval of the ExecutiveBoard and the approval of 60% of the State Executive Committee at a meeting calledfor that purpose and at which a quorum is present; andWHEREAS, in a campaign finance report, the Republican Party of Florida made four (4)contributions to Representative John Tobia’s reelection campaign totaling $35,739.49; andWHEREAS, Representative John Tobia presently occupies a seat in the Florida State Houseof Representatives, District 31 and is running for reelection as an incumbent against Lori Halbertwith a primary election to be held on August 24, 2010; andWHEREAS, the State Executive Committee has not endorsed Representative Tobia or anycandidates in contested races for the primary election to be held on August 24, 2010; andWHEREAS, the Brevard Republican Executive Committee is of the opinion that giving JohnTobia’s campaign money, totaling $35,739.49, is tantamount to endorsing him without thecompliance of Rule 8(a) of the Republican Party of Florida Party Rules of Procedure; andWHEREAS, in the past the Brevard Republican Executive Committee as well as otherRepublican Executive Committees throughout the State of Florida have fought hard to maintaingrass roots Republican Party leadership from the “bottom up” instead of cram down tactics by theRepublican Party of Florida either mandating whom the County Republican Executive Committeesmust endorse in primary elections or giving advantage to one Republican candidate in a primaryover another; andWHEREAS, it is the opinion of the Brevard Republican Executive Committee that thepractice of “top down” Republican Party leadership as outlined hereinabove by the RepublicanParty of Florida in the past has damaged the Republican Party of Florida and the RepublicanExecutive Committees of the 67 counties which constitute the State of Florida; andWHEREAS, the practices of the former chairman of the Republican Party of Florida inrequiring and attempting to force local Republican Executive Committees to vote in primaries forone candidate over another was one of the factors that led to the uprising amongst the RepublicanExecutive Committees which ultimately led to his ouster.
