TCL Pune Site- An overview of 2 months’ experience

1. TCL management may want to give the impression to DCCPL that they are trying to
replace their existing clerical staff by outsourcing. What I find is as follows:

a. All the staff on relocation have reported at Pune(except one or two


compassionate cases) .Staff were given 2 months hotel stay at the end of which
all have found houses and settled in, not all of them happy about it.

b. None of the transferred staff have quit or taken VRS.

c. Attrition is taking place , but among the “off rolls “ staff (who were in
Mumbai) that moved to Pune. For them the relocation to Pune holds nothing.
3 out of 6 have left so far .

d. Please see my note to Vignesh dt 28th (attached) on how TCL have started to
use our boys to train/ to substitute their vacant work stations.

e. TCL appears to have no policy to offer on the roll jobs to those whom they
carry off rolls. In fact some who moved from Mumbai had spent close to 3 yrs.
And yet were not offered permanent jobs on transfer to Pune.

f. TCL are urgently taking people “off rolls” to fill up vacancies. Two who joined
last week appear to have gone away for better prospects. Skilled and quality
manpower appears to be in short suplly in Pune as well.

2. In the short run, until their vacant slots are filled, it is quite likely that DCCPL team
will be seen as the substitutes bench.

3. Apart from the MS Access work which is a full time job for 2 people, the actual bill
Processing in SAP involves preparation of a ‘payment certificate’ and I reckon the
Average time required to pass a simple bill is 15 mnts. In a typical day not more
than15- 20 bills can be passed by a clerk. Considering the other activities of sorting
out issues relating to a bill with vendors/ users etc., preparing payment vouchers,
fund requirement statements, follow up for funds, etc, a contingent of 10-12 clerks is
absolute minimum(leave etc. not considered). Perhaps a revamp / review of the
whole system might lead a trimming, but that is not a studied opinion, just prima
facie.

4. Going forward, DCCPL will need to augment its strength to the level of 10 -12
people of better skill and experience to be able to replace the experienced staff.
