Dear Friends,
‘We are reaching out to you in support of lowa City's 21 only aftor 10:00 PM ordinance.
Our broad-based community action group, 21 Makes Sense, is working to protect and
‘maintain this ordinance on the November 2™ ballot.
Wo believe that 21 really does make sense. This isn't about ‘banning’ anyone under 21
from downtown. In fact, the ordinance doesn't take effect until 10:00 PM and it only affects
bars with over $0% of their business in alcohol sales and cover charges. And if bar
‘owners are interested in holding an all-ages show, they can easily request a permit from
the city. This is @ sensible solution to an escalating local issue.
In recent years. downtown lowa City has become a destination for underage drinkers from
across the state and beyond. As a community, it's time for us to say NO to
+ Escalating Threats to Public Health & Safety — 43% of downtown ambulance
calls are alcohol-related and the most frequent patient is @ 19 year old. 35% of
public intoxication bookings are under 21 years old. (Johnson Co. Ambulance

+ Downtown lowa City as a Drinking Destination — This endangers the long-term
reputations of both lowa City and the University of lowa.
+ Abnormal Levels of Unsafe & Illegal Drinking — Ul students binge drink at more
than twice the national average; blood alcohol concentration for students has
nearly doubled in just five years. (Health lowa, 2007)
+ Rising Costs to Taxpayers — Substantial resources are needed to manage the
situation downtown. From police and ambulance costs to daily clean up of the
Pedestrian Mall, taxpayers pay the price.
We neod to stand up as a community and ensure that our downtown remains a safe
place for people of all ages to enjoy. Accoss is a key predictor of binge drinking.
‘Communities with more restrictive access to alcohol generally have lower rates of unsafe
and illegal drinking. Most Big 10 communities are 21 already.
We need your help protecting the 21 ordinance. A financial contribution of $250, $100,
$50, or $25, volunteering your time, hosting a yard sign, and most importantly your vote
would be greatly appreciated. You can donate online at 21makessense.org or you can
send your donation and other time and talent offerings using the enclosed envelope.
