Foreword

Dear readers,

We continue the Cluj-Napoca Real Estate Transactions Guide with the release of the 4th edition,
which we hope becomes a long lasting tradition. Cluj-Napoca proves to be a pioneer through this unique Guide
in Romania as well as by hosting several other unique projects.

I still hope that a replica of the Guide is issued by other cities from Romania since this initiative
primarily depends on the local authorities decision to implement.

Similar to the previous editions the Guide includes a summary of the transactions concluded in
Cluj-Napoca in 2016 in terms of number and value of transactions. Additionally, the Guide presents trends
recorded during the last 4 years.

The Guide is publicly available hence all interested parties may perform their analyses based on
the wide variety of information provided by this series of Guides.

The quality of information related to real estate transactions is very important considering that
the justice system utilizes real estate transactions in certain cases to motivate their rulings. Consequently, we
believe that publishing information related to transactions available at the local authorities is both necessary
and beneficial.

While extremely interesting, I choose not to reveal any of the key figures of 2016 which are for you
to discover.

Cluj-Napoca and the real estate market in 2016
The districts of Cluj-Napoca

Currently, Cluj-Napoca is divided into the following


districts: City Centre, Zorilor, Manastur, Grigorescu,
Gheorgheni, Andrei Muresanu, Marasti, Iris, Bulgaria,
Dambul Rotund, Someseni, Plopilor, Gruia, Intre Lacuri,
Buna Ziua, Europa, Colonia Sopor, Colonia Faget,
Colonia Borhanci, Colonia Becas and the adjacent area.

The real estate expansion period led to a higher density


of residences in established districts, respectively
Gheorgheni, Marasti, Andrei Muresanu, Zorilor, Gruia,
Grigorescu, Manastur, Plopilor and also to seek out
areas with a lower density, suitable for development
such as Campului (Manastur), Buna Ziua, Europa,
Plopilor Noi. The same trend can be exhibited in
recently formed neighbourhoods such as Faget, Becas,
Borhanci and Sopor.

Consolidation of the infrastructure in certain districts,


such as Dambul Rotund, Iris, Bulgaria or Someseni, led
to an autonomous process of urban renovation, while
the prices of the land and dwellings were lower than
those of the semi-central areas. Floresti, Gilau, Baciu,
Chinteni and Sannicoara-Apahida are some of the
suburban areas that developed after 1990. These areas
are not covered by our analysis, as they are not
included within the city limits of Cluj-Napoca.

Key figures

The total value of the real estate transactions in 2016 was


nearly EUR 457 mil., compared to EUR 358 mil. in 2015 or EUR
284 mil. in 2014

In 2016 the total value of the real estate transactions increased


by 28% compared to the previous year, respectively by 61%
compared to 2014

The transactions of apartments account for 63% (largest share)


of the real estate market of EUR 457 mil.

In 2016, the average price per sqm for traded apartments was
1,000 EUR/sqm, compared to 873 EUR/sqm (2015) and 836
EUR/sqm (2014)

Transactions funded through bank loans account for 17% of the


total market in 2016 compared to 26% in 2015, respectively 16%
in 2014

447 houses, including land and buildings, were traded in different districts of the city. Their typology and
structure do not allow a detailed and relevant analysis by district.
Similarly, conclusions regarding 369 plots of land traded are not detailed by district.

In 2016, the total value of the real estate transactions is approx. EUR 457 mil., with apartments
accounting for 63% of the real estate transactions.

83% of the real estate transactions (value) were self-financed.

Gruia District is bordered by: the

Andrei Muresanu is an established

Intre Lacuri district (in the Eastern

The vicinity to Gheorghieni and
Marasti districts as well as the
proximity to Faculty of Economics
and Business Administration and
Iulius Mall led to the expansions of
the district and the construction of
new buildings.
