Dear Mr. Placentino:
T understand that the RUCO Board has spent considerable time over the last several months
discussing the effectiveness and efficiency of the RUCO program. As you might know, the City
Manager has recently initiated a reorganization that will move the division that administers and
enforces RUCO to the new Neighborhood Services Division in the new Department of Planning,
and Community Development, The new Division will also be home to the City’s housing
rehabilitation, lead remediation, and local ordinance enforcement programs.
Changes to, or the elimination of, the RUCO program will have a significant impact on the
mission and the alignment of the new Division. We need to take the time to have a larger
conversation and the City Manager would appreciate it if the RUCO Board would delay further
consideration of changes to RUCO until November. By that time, the new Director of Planning
and Community Development will be in a better position to discuss changes to the program and
to understand the implications. The hope of this would be to come out with a better
neighborhood services program that meets everyone’s interest.
In making this request, | understand the Board’s commitment and I appreciate the frustration that
many members of the Board feel. However, I think a larger discussion with more complete
information will result in a better decision,
