Working Age Population, Labor Force and Labor Force


Participation Rate (LFPR)
 In April 2010, the country’s working-age
population (persons 15 years old and over)
stood at 60.562 million, of which 38.508
million were in the labor force. Correspondingly, the
labor force participation rate (LFPR) for the
reference period was registered at 63.6 percent.

Employment

Total employed persons in April 2010 was


estimated at 35.411 million, up by 414,000 from the
employment level of 34.997 million recorded a year
ago. This translates to an employment rate of 92.0%.
 The services sector accounted for the biggest share
of the employment pie at 52 percent, followed by
Agriculture, Fishery and Forestry, 32 percent; and
Industry with 16 percent.

 The major portion of employment in the Services sector
was found in Wholesale and Retail Trade at 37.4 percent,
followed by Transport, Storage and Communication with
14.9 percent.

 Employment in Industry was accounted for largely by
Manufacturing (55.8%) and Construction (37.8%).

 More than half (54.4%) of the employed were wage and
salary workers while thirty percent (30.1%) were own-
account workers or self employed.

 Persons in full time employment (worked 40 hours or


more) accounted for 61.3 percent of the total employed
workforce while 36.5 percent engaged in part-time
employment
Unemployment

Unemployment in April 2010 stood at 3.097


million (8.0% unemployment rate)

Half (1.584 million or 51.1%) of the


unemployed were young workers aged 15-24 years
old, closely followed by prime working age 25–54
years old (1.399 million or 45.2%)

Youth unemployment rate which stood at 18.8


percent was more than twice the national rate of
8.0 percent.

A large proportion of the unemployed were high


school graduates (44.5% or 1.379 million) and
college graduates (41.6% or 1.289 million).
The National Capital Region (NCR) posted the highest
unemployment rate of 13.4 percent. (average for 2009)

Underemployment

 The number of underemployed persons (those


employed expressing the desire for additional hours
of work/additional job) declined by 323,000 – from
6.621 million (April 2009), to 6.298 million (April
2010). This corresponds to an underemployment rate of
17.8% down from 18.9% a year before

Underemployment is a rural phenomenon, mostly rural


workers found in the agriculture, fishery and forestry
sector, mainly because of the seasonal nature of farm
employment.
2 Overseas Employment Contribution
The overseas labor market has been a major provider
of jobs to Filipinos for several decades now;

In 2009, the country deployed a total of 1,422,586


OFWs, majority of which are land-based workers
(76.7%);

Land-based new hires totaled 349,715 in 2009, down


by -7.2% from the 2008 new hire deployment figure of
376,973;

The bulk of land-based OFWs were deployed in the


Middle East (61.2%) and in Asia (23.9%);

By gender, female OFWs dominated the overseas


Market ,accounting for 52.8 percent of the total number
of new hires; specifically in professional & service
occupations;

The bulk of overseas deployment consisted of Service


and Professional/Technical workers.

• The migration of Filipino workers for employment in the
overseas labor market is expected to continue in the next
decade in the midst of the globalizing economy and the
effects of the financial crisis.

• Employment opportunities for the Filipino worker,


particularly for skilled workers, professionals and household
skilled workers remain the in-demand prospects as low birth
rates and the ageing population in Europe, America and the
Middle East result in skills shortages in the labor market.

• The emergence of “green industries” in the wake of growing


concern in climate change also offer new challenges and
opportunities for investment globally.

• The KEGs for OFWS include the sectors/industries of
Healthcare, Building and Construction, Petroleum/Oil
and Gas/Energy, Tourism/Hotel, Restaurant and Gaming
industry, IT/Cyberservices, Manufacturing, Seafaring,
Electronics and Household services.

• Demand for low-skilled services (e.g. home care) would


particularly be strong in Europe due to its rapidly ageing
population and declining workforce, other destinations
would include the Americas and the Middle East.

• Household service workers would continue its trend of


being the in-demand skill with neighboring Asian
countries (e.g. Taiwan and Hong Kong) and Middle East
Countries as primary destinations.
