    Good afternoon.

    As you may be aware, DHS is required to submit an expenditure plan for SBI as part of the
    appropriation.

    One of the appropriation requirements directs us to justify why we are building fence at each of these
    locations.

    I am attaching the first draft of our response for your review and comment.

    (b) and (b) the Sectors provided the operational assessment information. I also assume OBP will
    get this for(6)
    (6) an official review once it is forwarded to CBP, but wanted to give this to you soonest.

    Please provide any comments by noon on Monday.
