rothers and Sisters –as we end thefirst quarter of 2009, as President-General of the UNIA-ACL, let meassure you that this government isbeing restored and shall continue to serve theinterests of all Africans –those at home andthose abroad. I am happy toreport to you that on Friday,April 3rd thru Sunday, April5th, the government of theUNIA-ACL held its annualHigh Executive Councilmeeting at the Thomas W.Harvey Liberty Hall (ourInternational Headquarters)in Philadelphia, Pennsylvania.This gathering of HighOfficials, Division Presidents,and Members turned out tobe one of the most productiveand positive HECmeetings ever.There were many veryimportant accomplishmentswhich shall help usher inmore practical ways andmeans towards therestoration of the U-NIA-ACL government aroundthe world in the 21stcentury. Delegates camefrom Detroit, Washington,DC, New York, Richmond, Chicago,Philadelphia, Montreal, and Belize,Central America.

New Divisions...

Several new divisions are being established inWest Africa. The Natty Dave Division 467 inFreetown, Sierra Leone was granted a newcharter and two more are being worked onnow also in Sierra Leone –all under theleadership of my Special Representative,Charles Lloyd who is in West Africa. Manyother divisions unable to attend the HEC,sent reports, information and proposals.

Ministry Of Education...

All of our business sessions were chaired inthe most professional manner by 1st AssistantPresident-General Akili Nkrumah. Ministerof Education, Khabyr Hadas, outlined thedirection the government of the UNIA-ACLwill be undertaking in dealing with internaland external education for Africans in theUNIA-ACL and our global community. AllDivisions are required to report to him on theimplementation of study groups, libraries,classes, newsletters, after school programs,etc. Practical ways and means in enhancingand expanding programs andprojects already functional ona Divisional level and thosewithout them shall be guidedby the Minister of Educationtowards swiftimplementation.

Constitutional Committee...

The Chariman of theConstitutional Committeeand Special Representativeto the Parent Body, SababuNkrumah, gave a detailedreport on the progress of hiscommittee and plans for 2009and 2010.

Counsel General’s Office...

The Acting CounselGeneral, Sister I-NiaRogers, representingCounsel General FaruqMuhammad, the LegalDefense Committee, andthe Legal Defense Fund, shared reports onthe legal issues being addressed by thegovernment, the new InternationalEx-Patriate Movement –now beingorganized and lead by President Naji Mujahidof Washington DC. The HEC unanimouslyapproved this U-NIA-ACL movement aswell as the plans to implement UNIA-ACLcitizenship by August 2009. Sister Inia alsoshared other updates and actions beingdone by both the UNIA-ACL LDCand the UNIA-ACL LDF.

Ministry Of Information...

Zama Cook, presented reports and details onthe direction of the Garvey's Voice and thereconstruction of the official UNIA-ACL website. The UNIA-ACL shall also be utilizingother techological advancements under hisleadership to guide us into the 21st centuryin communications.All Assistant President-Generals and
