This document is the actual 1996 EEO complaint that was filed by Robin Pugh. It contains detailed information on the hostile work environment that Ms. Pugh was subjected to because she was black, female and had formerly been tapped to be the systems liaison to the first black female Commissioner of the City of New York Human Resources Administration, Barbara J. Sabol. Commissioner Sabol was tapped for her position by David N. Dinkins, the first black mayor of New York City. In 1994, Ms. Pugh was tapped as the Director of MIS Inventory Systems and as such was responsible for the agency's multimillion distributed systems inventory. The inventory had been intentionally mismanaged and was still being manipulated after Ms. Pugh took over the position. All of these black firsts were too much for white and male MIS management whom, within the context of the predominantly white and male managed computer industry were offended by having to report to, and deal with blacks in high positions. HRA staff totaled approx 18,000 and no investigation was ever done with regard to Ms. Pugh's reports.
