I’mCindyGomez,editoroftheHighPlainsReader,theonlyweeklyalternativenewspaperoperatingintheFargo-Moorheadregion,ontheborderofND/MN.IalsorepresentthePeople’sPressProject,thenon-profitarmofthenewspaper,whichisamediajusticeorganizationprovidingmediatraining,developmentofjournalists,andmediaaccessprojectsinthecommunity.BoththeHighPlainsReaderandthePeople’sPressProjectaremembersofMag-net.I’mheretourgetheFCCtoimplementtheUniversalBroadbandplanandpassstrongnetneutralityrules,becauseiftelecomsareallowedtoruntheinternetwithoutregulationtheywillhavethepowertosnuffoutindependentmedia.Forexample,theFargoForum,ourcompetitor,isalargenewspaperwhichownsthemajorityofthemediaintheregion(TV,Radio,andNews).TheyarealsoanISP.ManystoriesthatarenotpickedupbytheForumownedmediaoutletsareonlyseeninthepagesoftheHighPlainsReader.Ifthey–likeunregulatedtelecoms-areallowedtocontrolpricestandards,speed,orcontent,theycaneasilysilencethevoicesofindependentmedialikeHPR–andthepeoplewhodependonustotelltheirstories.Asajournalist,I’malsoconcernedthatmanytelecomsarealsomediasourcesorallythemselveswithpoliticalgroups.Theirabilitytorestrictunwantedorunpopularnewsisveryfrightening.Itsmacksofcensorshipandbigbrother.LackofFCCoversightandstrongrulestopreservenetneutralitywillalsosetbacktheworkofthePeople’sPressProjectbycreatingacastsystemininternetusers–withthosewhocan’taffordtopay,beingleftbehind.Telcom’scan’thaveitbothways!We’vealreadyheardandwillhearmoreexamplesoftelcomabuses–andtheseareonlythetipoftheiceberg.Withtheirunlimitedresources,telecomscouldeasilyaffordtoimprovetheirnetworksandbuildusage.Iftheyareallowedtoskirttheirresponsibilitiestocustomers,theywillcutoffthenaturalgrowththatshouldexistinacompetitivemarket.Withoutregulationsandoversight,whywouldtelecomsimprove
