There are 2.5 million carpet artisans in India earning less than$2 a day. Living mostly in rural areas, they are exploited by pettycontractors and have inadequate skills. They are unorganized,
work under difcult conditions and have little access to markets.
This leads to a lack of bargaining power, resulting in low produc-tivity and wages.
