State Rep. Ron Marsico recently presented a citation from the House of Representatives to Scott Sharrow of Grantville for hisheroism. On March 7, Sharrow heard the sound of a crashoutside his home. Upon investigation, he saw that a vehiclehad crashed into a tree and was on fire. Without any concern for his own well-being, he broke a window of the vehicle and  pulled the individual inside the vehicle to safety. Left to right: Rep. Ron Marsico recently honored the life of Col. Alfred W. Baker, a true American patriot, with a resolution on the floor of the Pennsylvania State House of Representatives and at a commemoration ceremony in the Ryan Offi ce Building of the State Capitol. Ron Marsico honored the Central Dauphin High School (CDHS) wrestling team in April for winning the 2009-10 PIAA State Class AAA Team Wrestling Championship.e Rams finished the season with a record of 19 wins and no losses. e team also included two 2009-10 PIAA StateClass AAA Individual Wrestling Championship winners - Marshall Peppelman (at 160 pounds) and Kenny Courts (at 171 pounds). Rep. Ron Marsico and Rep. Sue Helm (R-Susquehanna Township)honored the Team Reflections Intermediate Synchronized  Ice Skating Team in the House of Representatives in May for winning a gold medal at the 2010 Reflections Synchronized  Ice Skating Competition, a gold medal at the 2010 Colonial Classic Synchronized Ice Skating Competition and a bronzemedal at the 2010 Eastern Synchronized Ice Skating Sectional Championships.State Rep. Ron Marsico welcomed the Pennsylvania Landscapeand Nursery Association as well as the Future Farmers of  America to the Capitol in celebration of Arbor Day. Rep. Ron Marsico presented a retirement citation to the Honorable Joseph Kleinfelter earlier this year. Judge Kleinfelter  served as Judge for Dauphin County Court of Common Pleas for 19 years.
 
Legislation to ProtectVeterans Approved byHouse Committee
I am pleased to announce that mylegislation requiring at least one memberof the State Civil Service Commission be a veteran passed out of the House VeteransAffairs and Emergency PreparednessCommittee recently, with a unanimous vote.House Bill 410 would ensure that someoneon the commission would thoroughlynderstand veterans’ preference and otherissues concerning veterans and requiredhiring practices.I am thrilled that Pennsylvania AdjutantGeneral Jessica Wright was recently appointedto the State Civil Service Commission. iswas certainly a step in the right direction.Now, we need to make sure my legislationbecomes law so that we continue to havean advocate within the Civil Service systemwho understands the challenges faced by veterans. I think it is safe to say that that afellow veteran on this commission wouldbetter serve the needs of our veterancommunity.e State Civil Service Commission ismade up of three full-time members whoare appointed by the governor with theadvice and consent of the Senate and servesix-year terms.Among the many benefits provided toPennsylvania veterans is what is known as“Veterans’ Preference.Current provisions inthe state Military Affairs Code require thatthe appointing authority give preference to a veteran who meets the required qualificationsfor a public position.Veterans who have served their countryand are entitled to this benefit deserve morethan having to acquire a private attorney torepresent them when they feel that the StateCivil Service Commission or other stateor local entity has erred in failing to applythe veterans’ preference principle. Thislegislation will allow them to have constantrepresentation on the Commission.”House Bill 410 will now head to the fullHouse for consideration.

Update of Local Transportation Projects
Good roads, highways and bridges are vital to public safety and quality of lifein central Pennsylvania. As a member of the House Transportation Committee,I am made aware of and involved with many improvement projects. Recently,many bridges in the district have been receiving much-needed improvements.e main purpose is to address parts of the bridges that tend to wear out at aparticular age so as to extend the life of the bridges. e following are the latestupdates:
Linglestown Square
e Linglestown Square project - proceeding on schedule. Work on theeastbound lanes of Route 39 should be completed by mid August. At that time,construction will begin on the westbound lanes. Linglestown merchants haverequested that all traffi c continue to travel west through Linglestown untilconstruction has been completed. is will allow the current local detour toremain in place for the length of the construction project. Final paving work onRoute 39, Mountain Road and Blue Mountain Parkway will occur in the spring/summer of 2011. PennDOT expects the $5.8 million project to be completedby the fall of 2011. During construction, all businesses in this area will remainOPEN.
I-81/Exit 77 Improvements
Construction on the proposed upgrades for Exit 77 on Interstate 81 in WestHanover Township is currently on schedule. Traffi c signals have been installedat exit/entrance ramps to Interstate 83 and should be functioning by the endof summer. Also, Fairville Avenue should be open for traffi c by end of summer.Motorists in this area should always be alert to changing traffi c patterns.Route 39 will be widened to five lanes from Old Jonestown Road to FairvilleAvenue and three lanes from Fairville Avenue toward Linglestown. e plan willresult in improved sight distance for motorists near the Fairville Avenue/Route39 intersection. PennDOT anticipates a December 2011 completion date forthe $12.9 million project.
Nyes Road Corridor
Improvements to Nyes Road began this spring and should be completed by fall2011. e project involves reconstruction of the entire roadbed from WilloughbyRoad to North Highlands Drive.Phase One of the project, which extends from Union Deposit Road to NorthHighlands Drive, will be completed by the end of summer 2010. A traffi c signalhas been installed at the Locust Lane and Nyes Road intersection and will befunctional by the end of August. Turning lanes will be installed on Nyes Road,but not Locust Lane because installation of a turning lane on Locust Lane wouldrequire very costly bridge reconstruction.Construction will then shift to Phase Two from Union Deposit Road toWilloughby Road and will continue until mid-October. e entire Nyes Roadcorridor will then be open throughout the winter until construction on PhaseTwo resumes in spring 2011.
Hanover Street Bridge
e Hanover Street Bridge, a concrete arch bridge over Swatara Creek, wasdeclared structurally deficient and is being replaced by Dauphin County. Primaryfunding source for the project was the Liquid Fuel Tax.is project is currently on schedule and on budget. Project managersanticipate that the bridge and roadway will be opened by late October.
