November17,2006TheHonorableCondoleezzaRiceSecretaryofStateU.S.DepartmentofState220ICStreet,NWWashington,DC20520DearMadamSecretary:WearewritingtoexpressourcontinuingconcernabouttheongoingcrisisinnorthernUgandaandtoappealforenhancedattentionandactioninsupportofasustainablepeace,particularlyasthecurrentnegotiationsinJubaappeartobeinjeopardy.OngoingpeacenegotiationsmediatedbytheGovernmentofsouthernSudaninJuba,whilevolatileandcurrentlyprecarious,providethestrongestopportunityyettoendthewarandfacilitaterecoveryforwar-affectedareasandindividuals.Whiletherecanbenoimpunityforwarcrimes,crimesagainsthumanityandgenocide,wewelcometheGovernmentofUganda'seffortstoworkwithlocalcommunitiestodevelopmechanismsthataddresstheneedforjusticeandaccountabilityinawaythatdoesnotimpedepeaceandreconciliation.ThesecollectiveregionaleffortsrequireincreasedsupportandresourcesfromtheUnitedStatesandinternationalcommunityiftheyaretosucceed.TheoptimismthatfollowedtheAugust26thceasefireisdissipatingduetoviolationsbybothsidesandtheUgandanGovernmentappearstobelosinganinterestinpursuingadiplomaticsolutiondespitesigninganewceasefireofNovember1st.OnSeptember19th,theSenateunanimouslypassedResolution573,whichcallsupontheU.S.toprovidediplomaticandlogisticalsupportforthecessationofhostilitiesagreementandsubsequentprogresstowardsasustainablepeaceinUganda.Inlinewiththisresolution,weurgeyoutodothefollowing:

PresstheUnitedNationsSecurityCounciltocallforaUNspecialenvoywitharegionalmandatetosupportapoliticalresolutiontotheLRAinsurgencyandtohelpaddresstherootcausesofthisinsurgency.
