informedabouttheagreementandtherisks;and

recognizestheeffortsoftheIntertribalCOALition,BlackMesaTrust,andotherorganizationsandindividualsthatarejoiningforcestostoptheproposedplantoconductcarbonsequestrationandcollectmineralresourcedataforfuturedevelopment;and10.Carbonsequestrationisenergyintensive.Coalwithcarbonsequestrationisestimatedtocost$10to$15Billionpergigawatt,withoutconsideringthecostsofmining,processingandtransportingthecoal,cleaningupaftermining,andisolatingthearsenicals,mercury,andradionucleotidesreleasedfromburningcoal;and11.Carbonsequestrationcantriggerearthquakesandseismicactivityduetofluidpressureandvolumechangeswhichcancausestressontherock;andmigrationoftheC02throughthecracks,fracturesandfaultsintherockthatcancauseleakages,plumesandman-madeearthquakes;and

12.PublicintereststudiesshowtheinjectionofC02intotheaquiferhasthepotentialtocausetriggerseismicity,reactivatefaults,compromisesealsinwells,andcauseacidificationandgrosscontaminationofdrinkingwateraquifers.Itmaycauseinjury,death,seismicactivity,acidificationofwaterandecosystemdamageandisbeingcontemplatedwithoutaNationalEnvironmentalPolicyAct(NEPA)analysis,EnvironmentalImpactStudy(EIS),ecologicalriskanalysis,hazardidentification,andevaluationofthevastquantitiesofwaterneededtogenerateenergyforcapturingandcompression;and13.CommunitiesinBlackMesaandsurroundingareasrelyontheNavajo-aquifer,andlocalresidentslivingintheregionaresufferingadverseeffectsfromPeabodyCoalCompany'scoalslurrypipeline,livingwithoutpipedwaterandsanitation,theirsprings,wellsandyear-roundwaterresourcesrundry,sinkholesforming,andincreasedfrequencyofundergroundcoalfires;and14.TheForgottenPeople
