US PRESIDENTIAL ELECTION: CURRENT AND FORMER MEXICAN GOVERNMENT OFFICIALS, A

MEXICAN OLIGARCH AND MEXICAN POLITICAL MERCENARIES INTERFERED IN THE 2016 US
PRESIDENTIAL ELECTION SEEKING TO SUPPORT THE HILLARY CLINTON CAMPAIGN. THE
ELECTORAL COLLEGE VOTES FOR SEVERAL STATES WERE POTENTIALLY AFFECTED BY THEIR
EFFORTS.
Summary
- Mexican nationals used foreign organizations and both foreign individual and foreign
government funding in an effort to alter the 2016 presidential election outcome and
affect US foreign policy toward Mexico.
- The sophisticated and interconnected efforts had three broadly defined components: 1)
tactical, 2) operational and 3) strategic.
- Published reports state several states could have had their electoral college results
affected to candidate Hillary Clinton as a result of these Mexican efforts.
- The efforts sought to influence US domestic and foreign policies which have significant
economic impact on the Mexican government and oligarchs
- The efforts presented a primary message that emphasized “non-partisanship”, social
welfare and an ethnic identity movement. The secondary message was US domestic and
foreign policy. This approach appears to have prevented any US law enforcement or
intelligence community investigations.
- Directors of the operational effort stated that they knew their efforts supported
candidate Hillary Clinton. The weight of their publications and message aligned closely
with candidate Clinton’s public policy statements.
- US individuals associated with the Hillary Clinton presidential campaign colluded with
Mexican government officials, a former Mexican president and Mexican political
operatives. This raises the question of a potential quid pro quo arrangement concerning
US domestic and foreign policy of interest to Mexico and its oligarchs.
- US corporations such as Facebook, Twitter, YouTube, TimeWarner and numerous news
outlets were used as part of the Mexican campaign to influence the 2016 US
presidential election.
- The foreign nationals involved continue to travel and operate freely within the US.
- The US government has not levied any diplomatic sanctions against Mexico.

- The most significant tactical effort was led by former Mexican President Vicente Fox
Quesada who made a prolific number of headlines through outrageous interviews and
social media posts within the United States to undermine the overall legitimacy of
candidate Donald Trump and to influence primarily Hispanic US voters not to vote for
candidate Donald Trump. The ad hominem attacks against Trump could have been a
planned distraction to preemptively discredit anticipated calls for a federal investigation
into the Mexico campaign to help elect candidate Clinton.
- Foreign citizen and former foreign head of state Vicente Fox Quesada functioned as a
clown prince, distracting US media, law enforcement and intelligence agency officials
from the seriousness of the Mexican efforts. Fox denigrated candidate Donald Trump in
rapid response videos, interviews and speeches following news of the day throughout
the campaign in near tandem with the Clinton campaign. Fox’s interviews and videos
were often vulgar and offensive missives at candidate Trump and regularly included
references that sought to influence both US domestic and US foreign policies.
- Former President Vicente Fox Quesada similarly worked to undermine Democratic
primary candidate Senator Bernie Sanders in the 2016 Democratic primary campaign.
This undermines any claim that Fox merely intended to increase Hispanic voter
turnout.1234
- Both efforts benefited the campaign of candidate Hillary Clinton, whom Vicente Fox
Quesada praised during the US election season.
- Foreign national Fox was granted free entry into the US and to travel by the Obama
administration even though his stated purpose was to interfere with the US presidential
election.
- The most significant operational effort was the Mexico City and Guadalajara-based and
financed “Diles Que Voten” (Tell Them To Vote) campaign, which had the goal of aiding
the Clinton presidential campaign with voter turnout efforts in both California and
targeted electoral swing states. Its stated goal was to tip the election and affect, among
other things, US foreign policy.
- The Diles Que Voten campaign used advertisements, social media and direct mail. It
solicited and accepted campaign donations online at dilesquevoten.org.
- The sheer scale of the Diles Que Voten campaign was daunting: 1) the videos they
produced were viewed more than 10 million times, 2) the campaign received 90 million
hits, 3) the campaign reached 163 million social network users, 4) more than 20,000
messages were generated for their hashtag #DilesQueVoten, 5) more than 700 news
items about the campaign appeared in the mass media, 6) the campaign hashtag
#DilesQueVoten was viewed by more than 100 million social network users, 7) the
foreign-managed campaign enlisted resources from at least 18 countries including
within the US.567
- Hispanic ethnic identity voters are cited as key in numerous US states.8910111213

- No campaign filings were found for the Diles Que Voten campaign in searches on the
Federal Election Commission (FEC) or on the OpenSecrets.org websites as of November
2017.141516
- No IRS Form 990 records were found for the Diles Que Voten campaign in searches on
the GuideStar.org website as of November 2017.17
- The most significant strategic effort was led by the Mexican oligarch Carlos Slim Helu
and then later also by the Mexican Senate directly.
- Diles Que Voten campaign directors, apparent foreign nationals and political
mercenaries Roberto Trad Hasbun and Ivan Silva Yanome published an article on
election day 2016 that exposed the non-partisan intent of their efforts, “Latinos’
intention to vote is 79 percent for Clinton and 18 percent for Donald Trump. This means
that Latinos can make a difference in favor of the Democratic candidate of +12 percent
in Arizona, +5.4 percent in Colorado, +10 percent in Florida and +10.6 percent in
Nevada“.181920
- The foreign Diles Que Voten campaign to influence the 2016 US presidential election
maintained a Facebook page.212223 It is unknown how much foreign, dark money, was
spent on Facebook ads to US, Mexican and Puerto Rican Facebook users.
- Similarly, the Diles Que Voten campaign maintained Twitter and YouTube pages.24252627

RECEIVED TACTICAL ASSISTANCE BY A FORMER MEXICAN PRESIDENT WHO SOUGHT TO AFFECT
THE US PRESIDENTIAL ELECTION AND US FOREIGN POLICY
Summary
- Mexican national and former Mexican President Vicente Fox Quesada interfered in the
US 2016 presidential election through 1) an endorsement of candidate Hillary Clinton 28,
2) interviews with both US and foreign news organizations and talk shows in which he
attempted to influence the US election outcome,293031323334 3) by frequent posts to US
social media sites in which he attempted to influence the US election outcome,3536 4) by
colluding with at least one senior, elected US representative to affect the outcome of
the US election37, and 5) by endorsing at least one foreign-based and foreign-funded
campaign that sought to influence the US election.3839
Detail
- Vicente Fox Quesada was an elected president of Mexico from December 1, 2000 to
November 30, 2006. He is not known to hold United States citizenship or permanent
resident alien status, though he did attend Harvard University.
- On numerous occasions Vicente Fox Quesada cited his intent to affect domestic US
policy in addition to the presidential election outcome.
- On May 1, 2016, Vicente Fox Quesada met with former Speaker of the House and sitting
US Representative Nancy Pelosi at the Mexico City, Mexico airport to discuss
coordinating efforts to defeat US presidential candidate Donald Trump.4041
- Representative Pelosi, in her role as minority leader of the House of Representatives, is
a member of the Gang of 8. If any counterintelligence investigation against her or her
foreign contacts was initiated, she would be notified by the Executive Branch
beforehand.
- It is noteworthy that the Logan Act prohibits Americans from conducting foreign policy
without authorization.4243
- His efforts, including extensive travel within the United States and influence on public
opinion effectively constituted a political contribution to the Clinton campaign.
- Vicente Fox Quesada’s efforts to undermine the elected and sitting US president and US
foreign policy are ongoing.4445464748
- Foreign nationals who do not hold permanent resident status can be barred from
participating in US elections.495051

- Vicente Fox Quesada is not known to be registered as a foreign agent.52
- Vicente Fox Quesada enjoyed free access to travel within the United States by the
Obama administration during the election while seeking to influence the US presidential
election and US foreign policy.
- The United States District Court for the District of Columbia has stated, “It is
fundamental to the definition of our national political community that foreign citizens
do not have a constitutional right to participate in, and thus may be excluded from,
activities of democratic self-government[.]”53
- In 2003 Vicente Fox Quesada’s presidential campaign was accused in published articles
of having received dark money through his Amigos de Fox political arm from Mexican
oligarchs including Carlos Slim Helu, Lorenzo Zambrano, Alfonso Romo, Pablo Mestre,
Roberto Hernandez as well as foreign corporations and other individuals. The article also
accuses some of those involved with “triangulation”, which appears to be what
Americans would understand as money laundering.5455565758
- Vicente Fox Quesada’s presidential library is known as the Vicente Fox Center of Studies,
Library and Museum. The group funding the library is composed of Mexican oligarchs
Carlos Slim Helu, Lorenzo Zambrano, Roberto Hernandez and others.596061
- Vicente Fox Quesada is described as “a friend of Bill Clinton”.6263
- Former Mexican President Vicente Fox endorsed the #DilesQueVoten campaign using
his Twitter account on October 24, 2016.6465
- TimeWarner’s SuperDeluxe.com currently hosts former Mexican President Vicente Fox’s
ongoing attacks on sitting US President Donald Trump personally. The attacks
demonstrably seek to influence the Trump Administration’s domestic and foreign US
policies. TimeWarner also hosts these videos on its SuperDeluxe YouTube channel.666768
- Vicente Fox Quesada, a former Mexican president, threatened a trade war between
Mexico and the United States if Americans elected candidate Donald Trump.6970
- Vicente Fox Quesada frequently discussed his desire to influence the US presidential
election, US foreign policy and US domestic policy – both in news media interviews and
on his social media accounts during both the US presidential primary and general
election.7172

RECEIVED OPERATIONAL ASSISTANCE BY A SERIES OF UNREGULATED, FOREIGN-FUNDED DARK
MONEY AND FOREIGN-RUN POLITICAL MARKETING FIRMS THAT INTERFERED IN THE US
PRESIDENTIAL ELECTION AND SOUGHT TO AFFECT US FOREIGN POLICY
Summary
- A foreign-funded and foreign-managed campaign known as Diles Que Voten, based in
Mexico, sought to affect the outcome of the 2016 US presidential campaign by
providing marketing and advertising support to turn out likely Hillary Clinton supporters.
- The Diles Que Voten campaign effectively functioned as foreign-funded and foreign-
managed get-out-the-vote arm of the Clinton campaign.
- The Diles Que Voten campaign solicited and accepted monetary donations on its
website, which it claimed was primarily targeted to citizens residing in Mexico. The
payments were processed through a Mexican-based credit card processor as well as by
PayPal.
- The campaign also solicited what it referred to as donations on its Facebook page.
- Diles Que Voten’s foreign directors cited influencing US foreign policy as a goal of their
campaign.

- The self-pronounced scale of the Diles Que Voten campaign was massive: 1) the videos
they produced were viewed more than 10 million times, 2) the campaign received 90
million hits, 3) the campaign reached 163 million social network users, 4) more than
20,000 messages were generated for their hashtag #DilesQueVoten, 5) more than 700
news items about the campaign appeared in the mass media, 6) the campaign hashtag
#DilesQueVoten was viewed by more than 100 million social network users, 7) the
foreign-managed campaign enlisted resources from at least 18 countries including

- The Diles Que Voten (Tell Them to Vote, in Spanish) campaign appears to be an
unregulated, foreign-based and foreign, dark money-funded series of non-governmental
or for-profit organizations.767778
- This foreign-directed campaign claimed in the English language US press that it was non-
partisan and its goal was to increase Hispanic ethnic identity political participation in the
US presidential campaign. It wanted to increase voter turnout based on Hispanic ethnic

identity. The campaign leadership published articles that revealed they were aware their
efforts would help Hillary Clinton’s presidential campaign and motivated by that fact.
- Diles Que Voten campaign directors, apparent foreign nationals and political
mercenaries Roberto Trad Hasbun and Ivan Silva Yanome published an article on
election day 2016 that exposed the non-partisan intent of their efforts, “Latinos’
intention to vote is 79 percent for Clinton and 18 percent for Donald Trump. This means

- Mexican Roberto Trad Hasbun is an international political mercenary who cowrote a
book with Jose Adolpho Ibinarriaga entitled “El Arte De La Guerra Electoral” (The Art of
The Electoral War). The book’s prologue was written by Dr. Ruben Aguilar Valenzuela,
who was former Mexican President Vicente Fox’s private secretary and spokesman
while in office.8586878889909192
- Former Mexican President Vicente Fox Quesada endorsed the #DilesQueVoten
campaign using his Twitter account on October 24, 2016.9394
- El instituto de Artes y Oficios para la Comunicación Estratégica, an organization
associated with Roberto Trad Hasbun, retweeted Fox’ #DilesQueVoten tweet, also on
October 24, 2016. The Institute is based in Mexico City, Mexico.9596979899100101
- The Diles Que Voten campaign operated the website dilesquevoten.org and several
social media websites during the 2016 US presidential election.102103104105106107108109110111
- The dilesquevoten.org website was originally registered in Guadalajara, Jalisco, Mexico,
but more recently has been registered anonymously through GoDaddy.com, which
masks its foreign origin.112
- The server used to attempt to anonymously register the domain name
dilesquevoten.org on July 19, 2017 through GoDaddy.com was heuristicacom.com,
which is Heurística Comunicación, a Mexican political strategy company associated with
Roberto Trad Hasbun.113114115116
- The dilesquevoten.org website’s Terms and Conditions (“Adviso Legal”) state that “Diles
Que Voten is domiciled at Francia No. 1551, Col. Moderna, Guadalajara. C.P. 44190” and
also that, “The resolution of disputes will be carried out strictly under the jurisdiction of
the state of Jalisco, Mexico”. Google Maps shows the apparent residence at Calle
Francia 1557, Moderna, 44160 Guadalajara, Jalisco, Mexico as a known address for
Heurística Comunicación S.A. de C.V. Both addresses appear to be located within the
same structure.117118119
- Roberto Trad Hasbun and his group are cited by reporters as being “from Mexico” and
“based in Mexico City” and he states that he started the Diles Que Voten with a self-
funded budget of $26,000.120121122123

- The foreign-based, financed and managed Diles Que Voten campaign was so prolific and
advanced that it won numerous industry awards. The massive scale of the campaign is
masked by statements that imply it operated on a $26,000 budget. Diles Que Voten
campaign 2017 Reed Awards included “Best Latin American Direct Mail Piece”, “Best
Latin American Website”, “Best Spanish Language Direct Mail Piece” and “Best Spanish
Language Website”. Heurística Comunicación won two additional Reed Awards for “Best
Latin American TV Advertisement” and “Best Latin American Use of Outdoor
Advertising”, the latter of which was for the PAN-PRD Oaxaca gubernatorial
campaign.124125126127
- The foreign-based and foreign-directed Diles Que Voten campaign solicited and
accepted campaign contribution “donations” from its website dilesquevoten.org. The
website footer prominently cites two organizations: 1) Heurística Comunicación, and 2)
El instituto de Artes y Oficios para la Comunicación Estratégica. The donation webpage
states that it accepted credit cards, debit cards and PayPay donations. The donations
webpage states that credit card payments will be processed by the Conekta payment
platform, which is a Mexico-based payment processor.128129130
- The foreign-managed Diles Que Voten campaign solicited and accepted what it referred
to as donations on its Facebook page. It is possible that these funds moved through a US
financial institution.131132
- A Google Trends search for the term “diles que voten” for 2016 shows interest in the
campaign ran from Summer 2016 through election day and that traffic was primarily
from Mexico.133
- It remains unclear how this campaign’s self-described donations would be affected by
campaign finance disclosure or money laundering laws. Searches of fec.gov,
opensecrets.org and guidestar.org were not able to locate the campaign or its
associated organizations.134135136
- Roberto Trad Hasbun was quoted saying, ““The U.S. elections are becoming an internal
affair in Mexico and other countries[.]”137138
- “The [Diles Que Voten] campaign doesn’t tell them whom to vote for, but the
organizers’ preference is pretty obvious.”139140
- Both El instituto de Artes y Oficios para la Comunicación Estratégica and Heurística
Comunicación appear to be for-profit political and marketing strategy companies. It is
unclear what the legal basis is for referring to the Diles Que Voten campaign as an
international non-profit.
- The Diles Que Voten organization cites that is has “helped elect presidents, governors,
mayors, and elected representatives”, which is a very different set of accomplishments
than simply increasing voter turnout.141142
- Mexican senators endorse the Diles Que Voten campaign from the Mexican Senate
building and cite its purpose is to defeat candidate Donald Trump.143144145
- “[Mexican] Senators Gabriela Cuevas and Héctor Flores offer a press conference to
discuss the promotion of the Latino vote in the United States presidential election.”

Both Mexican senators are members of the PAN party and Senator Cuevas worked on
former Mexican President Vicente Fox’s 2000 election campaign. 146147148149150151 Their
press conference includes Hillary Clinton supporter and Super PAC director Antonio
Villaraigosa. The YouTube video is hosted on the Senate website for the PAN Party.152153
- At the same press conference, attended by both Antonio Villaraigosa and Diles Que
Voten director Roberto Trad Hasbun, it was proposed that the Mexican government
directly fund Diles Que Voten ad placements in order to impact the 2016 US presidential
election. The proposal was expected to receive “the support of all parliamentary
groups”.154155156
- Antonio Villaraigosa’s Super PAC, Building Bridges, Not Walls, only raised approximately
$100,000, roughly half of which was donated by a single California native American tribe
with gaming interests. He describes his PAC as contributing in any electioneering that
would contribute to defeating candidate Donald Trump.159160161162163164165166167168
- The foreign Diles Que Voten campaign to influence the 2016 US presidential election
maintained a Facebook page.169170171 It is unknown how much foreign money, if any,
was spent on Facebook ads to US, Mexican or Puerto Rican voters. The widely reported
charitable, social and political relationships between Facebook cofounder Mark
Zuckerberg, Mexican oligarch Carlos Slim Helu and 2016 US presidential candidate
Hillary Clinton are noteworthy given the use of Facebook for fundraising by the Diles
Que Voten campaign.172173
- Similarly, the Diles Que Voten campaign maintained Twitter and YouTube
pages.174175176177
- In September 2014, Mexican national Carlos Slim Helu hosted both Facebook cofounder
Mark Zuckerberg and assumed (at the time) 2016 US presidential candidate Hillary
Clinton at what was described as a charity event in Mexico City. The central topic of
speeches was granting illegal immigrants amnesty in the US as well as increasing
Mexican immigration to and influence within the US.178179180181
- Also in September 2014, then Senator Jeff Sessions published a piece in National Review
denouncing Mark Zuckerberg, Carlos Slim Helu and Hillary Clinton’s efforts to issue
illegal alien amnesty and extend Mexican influence into the US.184
- In April 2013 Facebook cofounder Mark Zuckerberg started his FWD.us 501c4
organization to push for its version of amnesty and immigration reform.185186
- In October 2014 it was reported that Carlos Slim Helu and Facebook cofounder Mark
Zuckerberg maintain their social and political relationship when they announced plans
to work together to fund internet access to the poor around the world.187188 Increasing
the number of people with mobile access would provide Facebook with additional
revenue sources.

- Facebook’s primary delivery service is via mobile devices. Carlos Slim Helu owns America
Movil, which in October 2014 was a Mexican mobile phone monopoly that was under
regulatory pressure. The company was later broken up by Mexican regulators.189190191192
- In September 2014, Facebook cofounder Mark Zuckerberg met with Mexican President
Enrique Peña Nieto during a trip to give a speech at a Carlos Slim Helu sponsored and
immigration-focused charity event in Mexico. Future 2016 US presidential candidate
Hillary Clinton also attended the Carlos Slim Helu sponsored charity event.193194
- Roberto Trad Hasbun’s Twitter feed celebrates the series of advertising industry awards
the Diles Que Voten campaign received and leaves no doubt that he hoped to defeat US
presidential candidate Donald Trump.197198199
- None of directors of the foreign Diles Que Voten campaign are known to be registered
as foreign agents.200201202203204
- The Diles Que Voten campaign and its leadership made references to influencing the
outcome of the US presidential election to benefit non-US citizens of Mexican descent
living in the US, Mexico’s foreign policy interests, US foreign policy and US domestic
policy both in interviews and in their associated social media accounts.205206207208

- The Foreign Relations Committee of the Mexican Senate endorsed the Diles Que Voten
campaign and signaled their intent to provide federal tax dollars to fund it.
- Committee members coordinated their efforts with Hillary Clinton supporter and Super
PAC director Antonio Villaraigosa and Roberto Trad Hasbun.
- Carlos Slim Helu’s method to encourage non-citizen, Mexican residents of the US to
apply for citizenship in order to vote in US elections through UNAM’s US branch
campuses was later adopted by the Mexican government and conducted at Mexican
consulates throughout the US.

Mexican government’s influence in foreign policy.217218219
- Mexican senators endorse the Diles Que Voten campaign from the Mexican Senate
building and cite its purpose is to defeat candidate Donald Trump.222223224 Senators
Mariana Gómez del Campo Gurza and Héctor David Flores Ávalos are members of the

broke with the tradition of not intervening in the affairs of other countries and, through
the Foreign Affairs Committee and other legislators, on Tuesday raised the voice to
publicly and openly request: “Vote for Hillary Clinton””.229230231
- Bloomberg: “Mexico is mounting an unprecedented effort to turn its permanent
residents in the U.S. into citizens, a status that would enable them to vote -- presumably
against Donald Trump.”232233
- Los Angeles Daily News: “Former LA Mayor Antonio Villaraigosa stumps for Clinton,
slams Trump”234235
- LA Times: Antonio Villaraigosa is a close ally of Hillary Clinton.236237
- The Diles Que Voten campaign was endorsed by PAN senators directly from the Mexican
Senate chamber.238239240
- Carlos Slim Helu announces he will partner with The National Autonomous University of
Mexico, known (UNAM) and The Carlos Slim Foundation to train 50 instructors to hold
citizenship instruction seminars at UNAM branch campuses in the US for eligible
Mexicans living in the US. The effort is targeting 2 to 3 million additional US voters of
Mexican descent.241242
- Noteworthy that both Roberto Trad Hasbun, a director of the Diles Que Voten
campaign, and Jose Adolfo Ibinarriaga, who cowrote “The Art of Electoral War”, have
been professors at UNAM.243244245
- US presidential candidate Donald Trump claimed Carlo Slim Helu was attempting to
influence the US election. Trump noted that Slim is an owner of the New York Times and
