1. RECENT DEVELOPMENTS IN TURKISH ECONOMY


The positive expectations arising in the internal and external markets and the atmosphere of
confidence, which emanated from the announcement of the results of 3 November 2002 elections,
have brought about a fall in the interest rates, a rise in the capital market and decrease in the
exchange rates. The predictability resulting from one single party government, has laid the foundations
for a suitable atmosphere of confidence to attract domestic and foreign investors.

The structural reforms that Government shall implement will establish macro economic stability,
increase resilience to economic shocks, increase efficiency and competition as well as make full use
of our production potential. These reforms shall be realized rapidly with the participation of all
segments of society and by taking into account the conditions of the country.

The reform program of Government shall include areas such as:

1. Restructuring of the public sector,


2. Establishment of discipline, conservation and transparency in public spending,
3. Acceleration of privatization,
4. Improvement of conditions for domestic and foreign investment,
5. Reorganization of the financial sector and the social security system,
6. Restructuring in agriculture and increasing its efficiency

The implementation of Build-Operate-Transfer, Build-Operate and the Transfer of Operation Right will
be revised and the problems associated with the operations of the private sector based on permission
or an agreement will be resolved in the shortest time.

Regarding investments, separate framework laws will be enacted for State Aids for Investments and
Foreign Direct Investments; bureaucratic and administrative obstacles that investors face will be
removed and the policy-making authority regarding domestic and foreign direct investment will be
assumed by one body.
Local institutions and non-governmental organizations such as professional associations will when
necessary, carry out implementation of those policies.

The new system, which is going to be set up, will be receptive of the views and suggestions of local
and non-governmental organizations, and will allow for flexible, practical, timely and appropriate
interventions.

A new branch will be set up under the State Planning Organization, which will be responsible for
policy-making regarding State Aids for Investments, provide coordination among all institutions
regarding the implementation of state aid, evaluate the results of implementation and make
notifications to the EU. Thus, all policies will be made and shaped by one body that will also take into
consideration development plans and annual programs. According to the results of implementation,
new measures will be taken on regional and sectorial bases.

Taking into consideration the EU acquits and other international obligations, tax incentives which are
currently provided only in the scope of incentive documents, thus comprising of unnecessary
bureaucratic procedures, will be provided automatically to all investments, including Small and
Medium Scale Enterprises, without necessitating an incentive document, by changes in the related
laws.
The primary objective of Government in the transportation sector is to ensure integration among sub-
sectors of transport, to maximize contribution to economic growth and to create a transport
infrastructure that does not disrupt the environment. Accordingly, with a view to bringing about a
transport infrastructure compatible with the expectations of the economy and social life, a transport
master plan aiming at a balance between modes of transport will be elaborated.

The Government will give special priority to develop railroads, which have been neglected for years, in
partnership with the private sector and within the framework of a modern management concept.

2. INTRODUCTION
Turkey has a large and strong construction industry. At present the construction sector makes up 5.6%
of GNP. The development of the construction industry has resulted in a large and diversified
production of building materials, a dynamic contracting and engineering services sector and a young
but a well-established construction machinery sector.

The share of the construction machinery sector accounts for 3% of the production and 10% of the
exports of the Turkish machinery industry. Growth in the sector closely depends on housing
production and the spread of municipality services. Today, the annual production of approximately
568,000 residential housing units requires considerable investment. Housing constitutes approximately
75-80% of all buildings. In relation to population increase, it is predicted that the need for housing will
reach 7-7.5 million units in the near future. Thus, this is considered to have a positive effect on the
construction machinery.

Turkey is one of the major markets in Europe for construction machinery and equipment in terms of
activities in domestic and international markets. Nineteen fifteens were the years when construction
machinery had entered the domestic market. Until 1950’s construction machinery in Turkey was more
or less a novelty, hardly known to prospective users and only rarely seen at job sites in the country.
Before 1950 construction machinery had been used in Turkey, however only 10-15 machines per year
were subject to sale only to state organizations.

For example the first construction machines such as scrapers and elevating graders were used at
Kayseri - Sivas railway construction as private usage followed by the highway construction machinery
and equipment.

The rate of construction machinery usage increased after 1960 as a result of growth in the economy
and in parallel to construction sector.

Starting from early 1970’s construction machinery sales growth had been realized. The stretch
especially between 1975 and 1986 indeed a period of booming years for the sales spurred by a large
variety of government projects and private investments in a rapidly developing economy.

However these ‘good years’ started to slow down gradually, due to various reasons such as declines
on number of investments and huge projects, decrease in housing development projects and due to
surplus.

The situation involving the problems which arose in the domestic construction sector caused some
large Turkish construction companies to look for opportunities abroad mostly in Arab countries
especially in Libyan and Iraq.

In the mean time there have been some positive developments in domestic sector. But the chronic
problem of the country had risen and the rather problematic shape of the Turkish economy troubled
with high inflation, high interest rates, heavy external and internal debts, large budget deficits etc.
All of which having started to be felt in late 1980‘s resulted as a decline in the sale of most types of
construction machinery and equipment.

Turkish construction companies re-concentrated abroad where they were awarded by number of huge
construction projects. In early 1990’s, after the crisis between Iraq and Kuwait whole Turkish economy
was effected.

The development in construction sector continued until 1994 economic crisis in Turkey. This negative
situation had continued till the earthquake in 1998 and some movements in the sector is realized.

In the year of 2000 the economy collapsed due to financial and banking system crises and then
Turkish construction companies had started to look for new opportunities in African countries such as
Algeria, Nigeria, Sudan, also in Asia in Former Russian Federation, Kazakhstan, Azerbaijan,
Turkmenistan in order to survive.

This study includes the market structure of Turkish construction machinery and equipment sector. The
analysis of demand for construction machinery, marketing factors and market access facilities are
included. The demand and supply of Turkish market is evaluated in terms of potentials for Spanish
companies’ production areas and supply. Local production, imports and exports are analyzed in terms
of the categories below:

3. SUMMARY AND CONCLUSIONS


Most of the construction machinery and many of the techniques developed during the last fifty-sixty
years since the first machinery production was made in Turkey.

During this period many new construction machinery have been developed and taken place at the job
sites. And at the same time many obsolete machines disappeared in the history of construction
equipment.

Some of the others, however, in general new versions of units are still widely used. Occasionally
marginal interest have been either retained or dropped for them.

Makes and the models of the construction machines and equipment were changed. Depending on
their versatility, economy, adaptability and worldwide availability and especially low maintenance
requirements.

Thinking of the better times that Turkey is in growing into as result of the developing infra-structure,
improving environmental and industrial projects, in side and efforts of the successful Turkish
construction companies all over the world and finally positive economical control developments when
looking forward to Turkey’s future for the construction business, they are all showing that Turkey will
continue to be one of the major markets for construction machinery in Europe.

It could not be denied that the outside potential of Turkish construction sector with already achieved
prestigious projects all over the world from late ninety-seventies so far and for the future by low labor
cost for the turn key international projects as sub-contractor and for the other individual projects as
main contractor or sometimes as being the leader of consortiums will always be in the construction
arena regardless internal economical and political developments.

Analysis of Supply

- Local production
However there is also local production of some mobile concrete equipment. For example locally made
Putzmeister concrete pumps and locally made Liebherr concrete mixers have got more chance
against original ones also the others because of incentives given by the state.

For the stationary equipment, the situation is not so clear. Since there are so many factors especially
the quality is not the first argument for the purchasing decision. The equipment should be functional
tailor-made according to project specifications manufactured rather than standard as mass production.
For example quarries, conveying systems, batch plants with many attachments and accessories
should be designed as per customers different and special request.

On the other hand, there realized another category so called small or light construction machinery both
physically and price wise, which is classified in two sub-groups. One is related with mass production
such as air compressors, drilling hammers and hydraulic breakers. And the other group is consisting of
plastering machinery, floor- screeding machines and shotcreeting machines.
For the second group of small/light machinery the ones which are not the must to execute the job, of
which the application works can also be done manually (with labor). It has to be taken into
consideration that, so called machinery make the work easier, quicker but not the cheaper in all cases.
Using these machinery at the job sites depends on the comparison between the costs of manual
production and machinery production, definitely related with labor cost and economical condition of the
country.

- Imports
When looking forward to Turkey’s tomorrow for the construction business, Turkey will continue
somehow to be one of the major markets for construction business in Europe mostly as buyer but also
sometimes as seller in sub manufactured field as well as complete ones.

Turkish construction companies, bidding for the international tenders including all works for major
projects must be taken into account in global platform.

In domestic market, there will be several new and technological works of which projects are now under
preparation, financed by international foreign capital that means there will be no delay and postpone.
Turkish construction companies will meet first time with these projects. An example for such a project
can be “environmental and urban solid waste project” considering 15 million people living in Istanbul
Moreover, it should be evaluated that there are at least 10 big cities with population over one million.
The future interest in construction business in Turkey discloses itself.

Exports
At present, construction machinery industry exports comprise 10% of the exports of the Turkish
machinery sector and have an increasing trend. Total exports of the sector rose to $170 million in
2001. Main export products are namely, concrete works; earth moving; cranes & lifters; compressed
air, hydraulics, piling & demolition; machinery for processing of aggregates, quarries & mining;
machinery for concrete blocks, floor tiles & other precast products; other products, components,
accessories & working parts; boring & sinking machinery and special purpose motor vehicles for
persons and goods. Among product groups, construction machinery spare parts are the most traded
items. The share of machinery spare parts in the total exports of construction machinery is about 45%.
The other important export products derricks and cranes account is approximately 15% of the total
exports of the sector.

Turkish-made construction machinery is exported to almost 130 countries in the world. Major exports
markets are Italy, the USA, Germany, the United Kingdom, the Russian Federation, France, the
Netherlands, Algeria, the United Arab Emirates and Azerbaijan.

Analysis of Demand
Market size of Turkish construction equipment and machinery sector is even over 1 billion USD at very
best times, even though it is estimated value is 500 million USD for 2003. It should be taken into
consideration that even in the middle of economical crises the spare parts, accessories and working
parts sector is at the level of 250 million USD.

Regarding the market for construction machinery in Turkey, there are several determining arguments
for purchase decision as of mobile machinery and stationary equipment.

In terms of mobile machinery the criteria for the buyers are;

§ Caterpillar, Komatsu, Liebherr or Hitachi for earthmoving equipment
§ Bomag, Dynapac, Hamm or Ingersollrand for compacting equipment
§ Mercedes-Benz, MAN, Iveco, Volvo for trucks

§ Liebherr, L&T and Cifa for concrete mixer
§ the standardization of the existing machinery park, if any
§ the availability
§ the price

Market Factors
Prior to purchasing equipment, the buyer should determine where spare parts are obtainable.
If parts are not obtainable quickly it may be wise to purchase other equipment, for which
parts are quickly available, even though the latter seems less desirable. For the suppliers
who plans to enter in Turkish market that they should be well established for sale and after
sales service by their distribution channels. The distribution channels through out the country
should be taken into consideration. Otherwise one or two locations in big cities preferably in
Istanbul and in Ankara are enough to trace the all market. Mailing campaign and tele-
contacts with the customers as well as visiting personally would be the best ways in order to
often be in the screen rather than appear during purchasing time. The pure sales price is not

sufficient to get the order, operating cost of the equipment also transportation and customs
duties are taken into consideration during decision. The price is an important criteria for
customers.

Market Access
There is no restriction for the construction machinery trade. The machines can be purchased all over
the world and brought in to Turkey. Customers have to pay customs funds for the units imported from
countries, which are not a member of the European Community i.e. for the machines of The US and
Far-east origin, are subject to funds. For the second hand machinery, limitations are as of 10 years.

Mid-term and Long Term Expectations


The market size was around 350 million USD in 2001 whereas around 400 million USD in 2002. It’s
estimated to be around 500 million USD in 2003. The production and exports are expected to be
around 150 - 200 million USD, whereas the import value is estimated as 450 million USD.

Possibilities of Spanish Companies in Turkish Market


There is hard competition in terms of machinery and equipment for concrete works, earth moving
equipment, cranes and lifters in Turkish market whereas there is potential for new companies to enter
the market in terms of compacting machinery for road and street construction; machinery for
compressed air, hydraulics, piling and demolition; machinery for processing of aggregates, quarries
and mining; truck mounted equipment; boring and sinking machinery.

In conclusion, nobody in construction machinery sector overlook such a potential in good times
increasing over the market size of 1 Billion USD, even though it is estimated value is 500 Million USD
for 2003 .The market size was around 350 million USD in 2001 whereas around 400 million USD in
2002. However sometimes sleeping but never stopping as spare parts market of 250 million USD in
bad times. The important issue at this point is to catch the opportunities by not only looking at the
fluctuations in terms of economical or political situation.

4. ANALYSIS OF SUPPLY
4.1. Local Production

At the beginning, all kind of construction machinery was imported in to Turkey. Repairman
experienced how to make them and accordingly started to manufacture their own parts and
components at the job sites. But all these things were related with steel and welding processes only.
Later on, this production transferred to small workshops. Among these machines are batch plants,
mixers, crushers, silos, asphalt maintenance machines, etc.

The Turkish construction machinery industry manufactures and exports various kinds of construction
machinery including; pulley tackles, hoists other than skip hoists, winches, capstans, jacks, derricks,
cranes, straddle carriers, work trucks fitted with a crane, forklift trucks, other work trucks fitted with
lifting and handling equipment, lifting, handling, loading and unloading machinery, self- propelled
bulldozers, graders and excavators, moving, grading, scraping and boring machinery for earth, stone
and mineral elements, spare parts for construction machinery, special purpose motor vehicles for
persons and goods, work trucks and lifting equipment for factories and airports.

This local manufacturing sector developed by incentives and VAT exempts provided by the state. By
this protection the local manufacturers grown up and started to export.

However the major ‘mobile construction machinery’ are related with big diesel engines, transmissions,
torque converters, axles, brake systems etc. which are needed as mass production. Nevertheless
some large companies making use of incentives started local production of these kind mobile
machines under license as an assembly work. These are such as stationary and mobile concrete
pumps, wheel and crawler loaders, and excavators.

Some of them are inevitable for large projects such as dam projects since their production range and
standardization at the job sites. Some of them since they are unique in their field. On the other hand
the operation facilities after sales service, spare parts availability or well established in the country.

Total construction machinery production value is approximately 150 - 200 million dollars. In terms of
quantity, construction machinery production reached 52,392 units in 2000. Lifting equipment has the
largest share in the total production of construction machinery.

The Turkish construction machinery sector has been producing lifting machinery, especially cranes,
since 1970. Bridge and tower cranes, cranes designed for mounting on road vehicles and cranes used
in the iron and steel sector have important places in the production of cranes. Small and medium sized
companies dominate the crane industry and approximately, 40 companies are operational in the crane
sector. Some of the companies have specialized in the production of certain models by means of
mass production. For instance, the production of special type-high capacity cranes has been carried
out successfully for 15 years by 5 large companies.

In Turkey, there are a few big companies producing small capacity machines such as forklifts,
backhoe loaders, hammers and excavators. Backhoe loaders and excavators are among the fast
developing products in the sector. At present, the share of backhoe loaders is about 40% in the total
sales of the construction machinery. The share of excavators is about 30%-40’%. It is expected that
this tendency for backhoe loaders and excavators will continue.

The Turkish construction machinery industry is composed of more than 100 companies. Ten of these
have large production capacity; the rest consists of small and medium sized enterprises.
Manufacturing sites are mainly located in the Marmara, Central Anatolian and Aegean Regions of
Turkey. Istanbul, Konya and Ankara are the major cities in construction machinery and parts
production.

4.2. Imports
Most of the construction machinery required for several different civil works used by Turkish
construction companies in and out side of Turkey are imported. There are several manufacturers in
competition for the supply of construction machinery in the world some located in Europe and some in
the States and far-eastern countries.

By making selection of the equipment the first factor for decision making is that the supplier should be
specialized and in the first three all over the world of that specific field such as earth moving
equipment, concrete equipment, compacting machinery, lifters, cranes, compressed air, hydraulic and
motor vehicles for transportation of the materials and carrying the equipment.

The second factor is of course the total cost of the equipment. For the total cost the sales price and
also transportation cost as well as operating costs is taken into consideration. On the other hand the
operation facilities after sales service, spare parts availability etc.

The third factor is re-sale value of the equipment. If the model of the machine is well known in the
market, it is an advantage for the future after the contract completion.

The forth factor for the selection of some specific construction machinery is the availability i.e. quick
delivery of the equipment. For this reason sometimes decision is made for second-hand machines.

The fifth factor is the standardization. If the construction company has already got a machine park the
new equipment to be purchased should be the same for spare parts, workshop mechanics and the
operators etc.

The sixth factor, which is affected on some kind of machinery, is the brand name, which some
customers are convinced with the value of the leader brand. Without any investigation decision is
taken according to old experiences.

5. EXPORTS
One of the most promising sub sectors of the Turkish machinery industry in exports is construction and
mining machinery. Turkish construction and mining machinery producers compete with worldwide,
well-known producers in the Turkish market as well as in foreign markets.

At present, construction machinery industry exports comprise 10% of the exports of the Turkish
machinery sector and have an increasing trend. Total exports of the sector rose to $170 million in
2001. Main export products are namely, concrete works; earth moving; cranes & lifters; compressed
air, hydraulics, piling & demolition; machinery for processing of aggregates, quarries & mining;
machinery for concrete blocks, floor tiles & other precast products; other products, components,
accessories & working parts; boring & sinking machinery and special purpose motor vehicles for
persons and goods. Among product groups, construction machinery spare parts are the most traded
items. The share of machinery spare parts in the total exports of construction machinery is about 45%.
The other important export products derricks and cranes account is approximately 15% of the total
exports of the sector.

Turkish-made construction machinery is exported to almost 130 countries in the world. Major exports
markets are Italy, the USA, Germany, the United Kingdom, the Russian Federation, France, the
Netherlands, Algeria, the United Arab Emirates and Azerbaijan.

The export of construction machinery from Turkey is mostly made to Turkish companies working
abroad. Some machines are sold directly to foreign companies, these buyers are located in Iraq,
Libyan, Sudan and Azerbaijan, Turkmenistan etc.

There are three types of local production. One is under license production and the most licensees
have no right to sale out of Turkey. These companies are making assembly of the components, which
are imported from the license as CKD sets. Locally made mobile machines are made under license.

On the other hand there are also independent manufacturers and their production are mostly
stationary machines consisting of steel construction with or without imported components such as
batch plant, crusher, mixer etc. and they are of course free to sale abroad.

The companies in the third group are working as sub-manufacture and their production goes to
European companies to be sold to European countries or out of Europe.

There is another trade or manufacture called which the main machine comes from abroad and some
additional equipment mounted on it and re-exported; this kind of machines are trucks cranes made on
it locally, loaders without cab etc.

6. ANALYSIS OF DEMAND
6.1. Market Size

Market size of Turkish construction equipment and machinery sector is even over 1 Billion USD at very
best times, even though it is estimated value is 500 million USD for 2003. The market size was
around 350 million USD in 2001 whereas around 400 million USD in 2002. It should be taken
into consideration that even in the middle of economical crises the spare parts, accessories and
working parts sector is at the level of 250 million USD. in 2003.

6.3. Contractor Types in Turkey

The large Turkish Contractors tend to specialize somewhat in various types of work. Although there is
no clear - cut line separating the many fields of construction, they may roughly be divided into
residential, building-commercial, industrial, highway - heavy and speciality.

The speciality contractors are very numerous and include with pipeline, power stations, transmission
line, steel erection, railroad, offshore, pile driving, ready-mix concrete and concrete pumping and on
and on.

The reason for specialization is complexity and capital investment. Few contractors are large enough
to have the necessary expertise and the large inventory of expensive equipment to engage in all types
of construction.

Regarding the demand for the construction machinery in order to fulfill above mentioned several civil
works, different various suitable machines which make easier, quicker and cheaper these works are
subject to be used and purchased.

6.4. Selection Criteria of the Suitable Equipment

A problem, which frequently confronts a contractor as he plans to construct a project, is the selection
of the most suitable equipment. He should consider the money spent for equipment as an investment,
which he can expect to recover with a profit during the useful life of the equipment.

A contractor does not pay for construction equipment; the equipment must pay for itself by earning for
the contractor more money then it costs. Unless it can be established in advance that a unit of
equipment will earn more than the cost, it should not be purchased.

A contractor can never afford to own all types or sizes of equipment that might be used for the kind of
work he does. It may be possible to determine what kind and size of equipment seem most suitable for
a given project, but this information alone will not necessarily justify the purchase of the equipment.

A contractor may own a type of equipment, which is presently idle, that is less desirable than the
proposed equipment, but considering the probable heavy depreciation for the proposed equipment
and the uncertainty that it can be used on future projects the apparently ideal equipment may prove to
be more expensive than equipment now owned by the contractor. Any time a unit of equipment will
pay for itself on work that is certain to be done it is good business to purchase it.

6.5. Availability of equipment

6.5.1. Tough competition

In the deals construction companies obtain several offers from different manufacturing companies in
Europe, in the States and from Far East countries all over the world. While some of these companies
offer brand new units and some other second hand machines

6.5.2. Second hand machines

As in the case in most countries there are quite a considerable number of second hand machinery
suppliers in Turkey as well who offer equipment from all around the world. In the last few years they
even started to offer used machines and equipment with very attractive prices due to recession in the
construction machinery market in general.

6.5.3. Local manufacturers

Local products have reached a certain quality and they take a portion of the market. Their prices are of
course much cheaper then imported equipment. Due to transportation and low workman ship etc.

7. MARKETING FACTORS
7.1. Distribution Channels

Contractors should confine their purchases to standard equipment unless a project definitely justifies
the purchase of special equipment. Delivery of standard equipment may be obtained more quickly.
Standard equipment can be used economically on more than one project. Repair parts for standard
equipment may be obtained more quickly and economically than for special equipment.

A factor, which may be overlooked by a prospective purchaser of equipment, is the ease and speed
with which replacement parts may be obtained. All equipment parts are subject to failure, regardless of
the care, which they receive.

A truck with a broken axle may delay an entire project for weeks, while the contractor waits for the part
to be manufactured and shipped.

Prior to purchasing equipment, the buyer should determine where spare parts are obtainable. If parts
are not obtainable quickly it may be wise to purchase other equipment, for which parts are quickly
available, even though the latter seems less desirable. This is the most important argument for
purchasing equipment.

In the light of above explanation for the suppliers who plans to enter in Turkish market that they should
be well established for sale and after sales service by their distribution channels.

7.2. Wholesale and Retail Markets

What would be the justification for wholesale and retail for construction machinery marketing in a large
country like Turkey. On one side there are individual buyers purchasing a few equipment for their
projects, which they build as sub or main contractor. On the other side there are large Turkish
construction companies which working world-wide and building very big prestigious projects requiring
a number of this machine and a number of that machine so and so.

If a construction machine is sold in a market more than one hundred each per year than the wholesale
and the retail marketing can be discussed.

In such cases the distribution channels through out the country should be taken into consideration.
Otherwise one or two locations in big cities preferably in Istanbul and in Ankara are enough to trace
the all market.

7.3. Trade Fairs

There were a few traditional construction machinery and municipality machine and equipment fairs
which were held every year or every two years according to the international fairs abroad before last
economic crises in the year of 2000.

However in general these fairs are not technological fairs and considered as a place where the
companies purchase cheap and immediate delivery from the fair ground.

Bringing machines for the fairs into Turkey either on a Carnet ATA basis or by temporary imports.

By carnet ATA are allowed internationally Turkish customs regulations give permissions for such
imports only if the imported goods are to be displayed at a fair or exhibition.

Temporary import possibility of special permit that may be obtained by going through the Chamber of
Industry and various ministries obtaining process may take several weeks.

European made machinery and equipment may be transported in Turkey within a week from other

Even a supplier of construction machinery is the market leader worldwide. They should make
promotion and advertisement in the country. For the reasons that the buyer profile is more sentimental
and the decision makers need to be often well treated and no supplier is today monopoly in the world.

Since the construction machinery is various physically and price-wise the promotion and
advertisement are arranged accordingly. There are some magazines for the sector, which are issued
quarterly or two times in a year or occasionally.

Customers are asking the price and discount before they say what they need. Nevertheless the pure
sales price is not sufficient to get the order. Operating cost of the equipment also transportation and
customs duties are taken into consideration during decision.

8. MARKET ACCESS
8.1. Trade Policy Regime

There is no restriction for the construction machinery trade. The machines can be purchased all over
the world and brought in to Turkey.

8.2. Customs funds

Customers have to pay customs funds for the units imported from countries, which are not a member
of the European Community i.e. for the machines of The US and Far-east origin, are subject to funds.
This of course makes the final cost of US made equipment higher than the EC made units.
For the second hand machinery, limitations are as of 10 years. The expertise reports will be required
to determine the age of the equipment.

8.3. Construction Contracts

8.3.1. Lump-sum contract

The terms of this contract provide that the owner will pay to the contractor an agreed sum of money for
the completion of a project conforming to the plans and specifications furnished by the control
engineers. It is common practice for the owner to pay the contactor some advance payment for
example 15 pc of the total value of the contract and the balance at specified intervals, such as
monthly, with the amount of each payment depending of the value of the work completed during the
prior of time or according to some other schedule.

This is the preferred type of contract for the construction of buildings, houses.

8.3.2. Unit price contract

The terms of this type of contract provide that the owner will pay to the contractor an agreed amount of
money for each unit of work completed in a project.

The owner usually makes payment to the contractor at specified intervals during the construction of
the projects, with the amount of each payment depending upon work actually completed during the
prior period of time.

8.3.3. Cost plus fee contract

The terms of this type contract provide that the owner will reimburse the contractor for all cost
specified to construct the project, including all labor cost , material cost, equipment usage cost, sub
contractor cost etc.

There are many variations to this type of contract, including cost plus a percentage of cost, cost plus a
fixed fee and cost plus a sliding fee.

9.3. BMC
BMC one of the biggest commercial manufacturers in Turkey, was founded with the partnership of
British Motors Corporation in Izmir in 1964. BMC, which manufactured Austin and Morris brand
commercial vehicles in its early years has developed and gained strength since 1966, the year whwn it
began to manufacture lorries, trucks, trators and engines under the licence of British Motors
Corporotion. The local capital rate of BMC, which was 74% in the begininig, was increased by years
and finally BMC became the sole local commercial vehicle manufacturer of Turkey with its 100% local
capital.

BMC, which played an important role in the development of Turkish automotive sector by achieving
the manufacturing of the diesel engines and the diesel adaptation of the gasoline engines again in
1976 for the firs time in Turkey in addition to the diesel engine vehicles, BMC also started to
manufacture the industrial motors, generators, sea engines and military purpose product that Turkish
industry required in those years. BMC also put the Leyland 30 truck from Leyland series which was the
first light commercial vehicle in the market.

BMC, after entering into the partnership with Volvo Truck Corporation in 1983 manufactured the Yavuz
the firs commercial vehicle with turbo engine in Turkey. Later BMC proved its role as one of the most
powerful manufactureres of the world by starting the production of Fatih series trucks with Cummins
Engine Company in 1985.

A new development startegy was determined after all of the shares of the company were purchased
by Çukurova Group the biggest holding in Turkey in 1989. following this purchase BMC signed a
cooperation agreement with the world known Italian designer Pininforina in 1990 with the target of
developing a totaly local and unique design.

As a result of a 6 years of intensive studies and an investment of 120 million USD, BMC put the
“Professional” in the market in June 1996 of which industrial and commercial property belongs to
BMC. The Professional series provided BMC to become famous and an international brand name and
also brought the Turkish automotive sector a world wide esteem.

9.7. ENKA
Enka’s history begins in 1957, with the partnership between Þarýk Tara and the late Sadi Gülçelik. The
company was registered in Ýstanbul as a limited liability company with the name, “ Þarýk Tara ve Sadi
Gülçelik Enka Limited ªirketi.” Among the significant projects of the early years were the construction
of the Aksu Paper Mill, the Chrysler truck assembly plant and the Haydarpaºa grain silos in Turkey. In
the 1960s, Enka made its first investments in two manufacturing industries with the establishment of
the Pimaº Plastic and Altaº Steel Hand Tools factories. In 1967, following a decade of rapid growth,
the partnership was transformed into a joint stock company and its name was altered to “Enka Ýnþaat
ve Sanayi Anonim ªirketi.”

The construction, in the 1970s, of the 150-MW Tunçbilek Thermal Power Plant stands out as Enka’s
first power project and the first step on the road to large-scale energy investments. Other key projects
within Turkey in this period include the construction of the Bosphorus Bridge approach roads and
viaducts, and such specialized construction projects as the coke furnaces, raw material preparation
systems, rolling mill plant and blast furnace in the Ýskenderun Iron and Steel Works, the largest
industrial plant in Turkey at the time. After successfully completing the Benghazi Cement Plant, Enka
built four more cement plants in Libya between 1972 and 1978. The Yamama Cement Plant, and the
Riyadh and Jeddah lime factories were Enka’s initial projects in Saudi Arabia during the same period.

In the 1980s, Enka remained committed to modern technologies, the primary factor that has enabled
the company to carry out challenging projects. Enka earned its reputation through innovative solutions
to engineering problems and secured projects in the competitive international markets. In the early
1980s, Enka continued to sign contracts for increasingly larger scale projects broadening the scope of
its operations in Turkey as well as in Libya, Saudi Arabia, Iraq and Jordan. Enka expanded its
activities in Iraq with the construction of the Tasluca and Kerbela cement plants. The Gerede-Ankara
and Ankara Peripheral Motorway in Turkey, the Bekhme Dam in Iraq and the Ras Lanuf and Brega
new towns in Libya were Enka’s first “mega” projects. The other major projects of this period were the
1,200-MW Hamitabat Natural Gas Combined Cycle Power Plant, the Russian natural gas pipeline
from Turkey’s Bulgarian border to Ankara and the Iraq-Turkey oil pipeline. In addition, projects
completed in Russia and Germany have confirmed Enka’s ability to compete with international
companies on their own territory. From the 1990s onward, Enka’s operations continued to expand in
different parts of the world. Beginning in 1993, Enka, with its joint venture partner Bechtel, signed a
series of contracts in Kazakhstan for various projects for the development of Tengiz Oil Field. Enka’s
quality standards were based on internationally acknowledged procedures. The ISO 9001 Quality
Management System, certified by the British Standards Institution, was obtained in this period.

factory is in Ankara on a 30.000m2 area in the Industrial Estate, 35km from the city center. Currently
all of our fabrication is made in this facility with the latest technology. Over 150 employees are located
at the main factory and another 120 are spread all over the country, working in our branch offices and
service stations. The second factory is in Izmir and is used for the assembly of the backhoe loaders. In
their Service, Spare Parts and Training Center, over 97% spare parts are available and we are able to
deliver within 24 hours to any region of Turkey. The other 5 service stations and 45 private companies
acting as the authorized service dealers are located in the main cities of Turkey and they are able to
fulfill customer demands in their own district. After sales support is believed to be more important than
any other aspect of marketing a construction machine and is claimed to have the best after sales
service support among all of the competition.

The company has coverage of the whole country with 10 sales branch offices throughout Turkey. The
marketing staff consists of 40 salesmen and all of them have company cars to reach every customer in
Turkey. The backhoe loaders are completely designed and manufactured in Turkey, without any
license or know-how. R & D projects are developed in cooperation with Turkey’s best universities and
have been awarded several times. They import many of their components from world famous
producers such as Perkins (U.K.), International Transmissions Ltd. (U.K.), Parker Hydraulics (U.K.),
Husco Int’l Ltd. (U.K.), Mannesmann Rexroth (Germany) and Danfoss (Denmark). All of the cutting,
welding and painting are being made in their factory and they are also assembling their own hydraulic
cylinders.

They have two models of backhoe loaders. The HMK 102B is a rigid chassis machine with 4x4 drive
with a turbo diesel engine and a full power-shift transmission. The HMK 102S is a 4x4x4 machine
having the same engine and transmission and also providing 4-wheel steering. Both machines can be
equipped with many different attachments such as hydraulic breakers, clamshell buckets, grading
blades, augers, etc. Thus making them real multi-purpose machines for different needs. They are the
market leader for backhoe loaders in Turkey since 1999 and their market share is around 35%

Having received our ISO 9001 Certificate in 1998, they are in search of new markets all around the
world. They have launched their export activities in the second half of 1999 and since then they have

Having been founded as a subsidiary of the Sabancý Holding in 1968 for activities in the steel
construction industry, Temsa has become the Komatsu Co. Ltd.'s Turkish Distributor and licensed
producer, following a distributorship agreement signed in 1983. The same year, another agreement

10. MIDTERM AND LONG TERM EXPECTATIONS


Eventhough Turkey has been facing financial diffuculties and economical crises, the midterm and
longterms expectations in terms of economy is promising. The first priority in Turkish economy is give
boost to the construction sector, since it is the main driving business sector in Turkish economy.

That is why, the government has given priority to major construction projects. It has been stated that
the value of future investment plans concentrated on is about 34 Billion USD starting from 2003 up to
2006. These projects are basicly road, housing, tunnel and railway construction.

11. POSSIBILITIES OF SPANISH COMPANIES IN TURKISH


MARKET
11.1. Evaluation Of Turkish Market and Possibilities

11.1.1. Mobile Equipment and Machinery


Buyers are generally convinced for the worldwide brands, such as Caterpillar, Komatsu, Liebherr or
Hitachi for earthmoving equipment, Bomag, Dynapac, Hamm or Ingersollrand for compacting
equipment, Mercedes-Benz, MAN, Iveco, Volvo for trucks. Furthermore, standardization of the existing
machinery park, availability and price are the criteria of buying intention.

As the concrete equipment, in the mobile machinery are involved such as Schwing, Putzmeister or
Cifa for concrete pump, and Liebherr, L&T and Cifa for concrete mixer, the purchase decision is made
as above.

However there is also local production of some mobile concrete equipment. For example locally made
Putzmeister concrete pumps and Locally made Liebherr concrete mixers have got more chance
against original ones also the others because of incentives given by the state.

11.1.2. Stationary Equipment and Machinery


Even though there are many factors, the quality is not the first argument for the purchasing decision.
The equipment should be functional, tailor-made according to project specifications manufactured
rather than standard as mass production. For example quarries, conveying systems, batch plants with
many attachments and accessories should be designed as per customers different and special
request.

On the other hand, there is also another category so called small or light construction machinery both
physically and price wise. These also may be divided in two groups. One is related with mass
production such as air compressors, drilling hammers and hydraulic breakers. And the other group is
consisting of plastering machinery, floor- screeding machines and shotcreeting machines.

For the second group of small machines the ones which are not the must to execute the job, of which
the application works can also be done manually (Lob our work). So-called machinery makes the work
easier, quicker but not the cheaper always. Using these machines at the job sites depends on the
comparison between the costs of manual production and machine production definitely related with
labor cost and economical condition of the country.

11.1.3. Future Potential


When looking forward to Turkey’s tomorrow for the construction business. Turkey will continue
somehow to be one of the major markets for construction business in Europe mostly as buyer but also
sometimes as seller in sub manufacturing field as well as complete ones.

In domestic market, there will be several new and technological works of which projects are now under
preparation but financed by international foreign capital that means there will be no delay and
postpone. Turkish construction companies will meet first time these projects. An example for such
projects can be given environmental and the urban solid waste projects considering 15 million people
living in Istanbul without any modern disposal and there are at least 10 big cities with population over
one million. The future interest in construction business in Turkey discloses itself.

11.2. Possibilities Of Spanish Companies In Turkish Market

11.2.1. Equipment for Concrete Works


There is tough competition in terms of machinery and equipment for concrete works. It is
very hard for Spanish companies to enter the Turkish market. There are major three-four
brands in the area. It might be an opportunity to concentrate on supporting systems for the
batch plants, such as mixers, electronic monitoring systems, computer systems and remote
control systems. Spanish companies can only have the chance of preference if the prices
are lower compared to German and Italian competitors.

11.2.2. Earth Moving Equipment


It is very difficult to enter the market in this sub-group, since major three – five brands are in
the market. For example AUS is one of these brands. In Turkish market, universal products,
which are appropriate for many works are commonly, used, not the specific ones. That is
why there is no opportunity such as selling loader or dozer. In terms of purchase decision
hydraulic systems are critical. Italians are very successful in the market.

11.2.3. Compacting Machinery for Road & Street Construction


Since hydraulic motors and pumps are heavily used, spare parts are needed after three-four
parts. In this sub-segment service and spare parts are very critical. Service support and
spare parts stock should be taken into account seriously.

11.2.4. Cranes and Lifters


Germany- Liebherr and France –Potain, dominate Turkish market. Especially after the
mergers with Italian companies. French companies are the leaders in the market. There is no
possibility of entering the market for the tower cranes. For the lifters Alimak is the leading
brand, but construction companies usually prefer to use mobile cranes, and the market is
also dominated in this segment.

11.2.5. Machinery for Compressed Air, Hydraulics, Piling & Demolition


There is production in this segment. Atlas Copco dominates the market. Moreover, there are
many local producers. There is continuous market for spare parts. No brand awareness is
considered; the main concern is the pricing.

11.2.6. Machinery For Processing of Aggregates, Quarries & Mining


Since there is local production, imports are not mostly preferred in this segment. But there is
opportunity regarding jaw crushers, even though three-four brands are in the market, such as
Nace, Mutafçý, etc. Since such machinery is produced tailor made, Spanish companies might
have the possibility to cooperate with them in terms of new product development.

11.2.7. Truck Mounted Equipment


Even though there is local production, Spanish companies might have opportunities in the
market if their price is competitive.

11.2.8. Boring and Sinking Machinery


Since the category is a very specialized one, the need of customized projects arises. In
current situation, the machinery and equipment park is in good condition and sufficient in
number. The second hand market in this category should be taken into consideration, too. In
case of new projects, rise in demand will be realized, and there might be possibilities for
Spanish companies.
