While observing traffic, a white van bearing license plate number (TK926NDZ) was traveling north on S. Main St. The white van then failed to stop or slow at the intersection where a clearly mark stop sign is visible. The white van continued north onto N. Main St. | then initiated my ‘emergency lights and made a traffic stop in the two hundred (200) block of N. Main St. Upon contact with the driver, later identified as Alex Cabrera Gonsales, who stated he did not see the stop sign. Mr. Cabrera did not speak English very well and the passenger had to translate for him. | then asked for Mr. Cabrera’s driver's license and vehicle registration. Mr. Cabrera stated he did not have one and only had a Mexico ID card. | then spoke with the passenger who handed me the vehicle registration, his Indiana ID Card as well as the Mr. Cabrera’s Mexico ID Card. | advised both men to stay in the van while validated their information. The passenger advised his driver's license was suspended | then had dispatch confirm both Mr. Cabrera’s and the passengers information through the BMV/IDACSINCIC. Dispatched advised Mr. Cabrera was not of file and showed recorded of having a driver's license. The passenger had a suspended drivers license. Office Parks then arrived on scene to assist. | then asked Mr. Cabrera to exit the vehicle and explained to him he was under arrest for operating a vehicle while never receiving a license. Officer Parks was speaking to the passenger and had to leave for another call that was dispatched. | stayed with the vehicle until a valid driver arrived. The vehicle was released to the valid driver due to it being a company work vehicle and the tools were needed for a job. | then transported Mr. Cabrera to the Boone County Jail for further processing.
