Task
You Company has acquired the Colwyn Bay Cricket Club Ground, and plans to
redevelop the site to include a retail outlet, and housing of mixed type.
As part of the Construction (Design and Management ) Regulations 2007,
prepare a preconstruction Information Pack, to include the following information.

a) Description of Project.
b) Client’s considerations and management requirements.
c) Environmental restrictions and existing on-site risks.
d) Significant design and construction Hazards.
e) The Health and Safety File.

Introduction

A pre construction information pack is a tool to be used to allow all major members of a
construction project to easily identify all measures that are to be taken within the
project, to outline all pre existing faults on the site and to ensure all information
referring to risks are known.
For this information pack I will be starting by outlining the project and the major
members to be involved. Then I will be explaining the requirements for management of
this project while, alongside this, expressing the client’s requirements. The third
section for this assignment will be outlining the current risks that are on site along with
any environmental issues that will need to be expressed. The next step is to show the
significant design and construction hazards excluding those that are risks from the
original site. The final section then is to outline what will go in the health and safety file
after the completion of the project.
Before this assignment was set, I personally knew nothing about a pre construction
information pack. Therefore, from this assignment, I hope to gain a large amount of
knowledge about the pack itself. I also hope to learn more about the job of the CDM
co-ordinator and his roles and duties before the commencement of the project as a
whole.

Description of Project
The overall development is for an area of housing, which is to be price varied,
including a small rentable retail outlet of 3 units, with office space above. The project
will encompass a range of methods to make them more energy and service efficient,
these include;
 Recycled rainwater
 Solar panelling
 Underground heating systems

Health Safety and Welfare Regulations 1992


Due to a section of the build being planned as a retail outlet with office space, these
sections will need to be made work friendly, the following measures have been
prepared into the plans;
 Fire escapes
 Fire assembly point
 Ease of access for emergency facilities
 Lavatory facilities
 First aid rooms made into the building

Extent and location of existing plans


Existing plans are a detailed description of the current club house and the previous
ground works that took place in the creation of the cricket club. The current plans are
kept by the owner of the cricket club and by Conwy county council.

Task B

Client’s considerations and management requirements


Site arrangements
 This site has been arranged for equipment to arrive when it is needed, this
organisation is also tied in with the trades people, plant drivers and labourers
 The Gantt charts have been made for ease of editing. This allows us to change
all delivery and entry times as applicable. It also allows us to tell if work is falling
behind schedule and if so by which section.
 Security on the site is to be controlled by one day guard and one night guard.
Site entry and exit is controlled by a turn style with a swipe system, not only to
keep unauthorised entry onto the site but also to keep track of who is on site,
and large entry gate for vehicles, which will be monitored at all times by the
adjacent guard post.
 Welfare facilities are to be placed within the current club house building. All
necessary welfare facilities will be included, according to the health, safety and
welfare regulations. Also, at the principal contractor’s request, a room will be set
aside for visitors onto the site.
 Communication between the client and the professionals will be at two week
intervals. This is unless an incident occurs that makes a meeting necessary, or
if any parties that attend these meetings believe that the flow of information is
not satisfactory.

Health and safety requirements for all project members


 Site hording will be eight foot height plywood.
 Site transport arrangements or vehicle movement restrictions consist of a single
method of following the one way road that has been laid in the site for deliveries
and pickup.
 The sites permit to work system is set on a staggered one month period, for
long period workers, and a staggered one week period for short period workers.
 Fire precautions consist of a fire assembly point and multi-coloured fire
extinguishers as set forth by regulations. There are also to be six fire alarms to
be placed on the site, and an emergence override system for the turn style
which automatically sets off the fire alarm.

 Emergency procedures are to allow emergency services onto site with ease
have a clear and concise evacuation plan and for first aid trained team
members to be able to reach any points on site in minimal time.
 No go areas are all areas that are underground or confined spaces, also no one
may approach a plant unit in service unless necessary. The onsite private
records facility is not to be accessed unless authorised to do so by the site
manager.
 This site it not a non-smoking site, parking is restricted to the compound car
park and in no event may anyone park in such a way to block another vehicle
entering the site, or from exiting their parking space.

Monitoring and review


Policy for all monitoring and review is to have meetings every month. These meetings
are to be re-organised, in the event that more or less notifications have been made
and/or the necessity for rearrangement of policy.

Task C

Environmental restrictions and existing on-site risks

 Low boundary wall on south facing wall cause a possibility for unauthorised
access, and possible vandalism.
 Limited access before the site entrance is extended lowers our ability to get
plant and materials on site, and limits our ability to remove waste products off it.
 Time is restrictions on deliveries and pickups due to the nearby school and the
peak time traffic.
 Nearby infant school, within one mile, causes us a hazard with both
unauthorised entrance onto the site and a possibility of injury to children.
 Heavy traffic at peak time traffic will cause lengthened delivery times.
 Underground water, gas and electric in the adjacent pathway and roads will
need to be extended into the site, therefore measures will have to be taken
redirect pedestrian traffic, to ensure safety, and portable traffic lights will need to
be placed for the duration of the extension of the services.
 Ground conditions can become boggy in heavy rainfall therefore considerations
must be taken for the plant, a crane pad may be needed for the modular
building phases of the development.
 A hydraulic piling rig must be used in place of a conventional piling rig due to
vibrations caused by a conventional one.
 Due to close social areas, the nearby park, bowling-green and multipurpose
gaming area, unauthorised accessed is possible and may lead to vandalism and
theft of property.
 Due to the proximity of the neighbouring houses noise restrictions are
necessary. No overpowering volumes will be allowed before and after
applicable times, also no unnecessary volumes will be used at a given time.
 Dust creation from our site is emitted during all phases of the construction;
therefore reasonable measures must be taken to reduce the amount of dust
created at any one time.

Task D

Significant design and construction hazards


 Certain control methods laid forth by the lead designer may need to be altered;
this is only to be done in the event that the control method may lead to injury of
anyone on the site.
 Below ground level work will be implemented in this project for the installation of
the rain water tanks and the underground heating system for the housing.
 General excavations will include the footings for the substructure and the
excavation of certain sections of the south bank.
 Manual handling will be done by trained personnel only. When possible manual
handling aids or plant will be used.
 The crane dangers are only applicable when weather is of a windy nature. This
is due to the lifting and moving of the modular buildings.
 Mechanical and Electrical installations may only be attempted by trained
professionals. Safety measures may not be removed on any of these tasks.
Failure to abide by these rules will result in immediate dismissal.
 Erection of superstructures is endangered only by bad weather unforeseen
events.
 Retaining walls, built into the excavated south bank, have a change of
collapsing if erected incorrectly.

Arrangements for co-ordination of ongoing design work and handling design changes
Meetings will be held on a weekly basis to determine the necessity for design changes,
when possible designs will not be changed but measures will be bought into action to
stop future problematic events.

Materials requiring particular precautions


All substances that require particular precautions are located under the care of
substances hazardous to health regulations.

Task E

Health and safety file


The CDM co-ordinator has the responsibility to ensure that the Health and Safety File
is prepared and ultimately delivered to the client at Projects Completion.

The principal contractor is responsible for obtaining any relevant information from other
sub contractors for inclusion in the Health and Safety File.

The health and safety file should contain information about the following;
 A brief description about the work carried out
 Residual hazards and how they have been dealt with
 Full contact details of all sub-contractors used including work performed
 Full contact details of all suppliers used including materials supplied
 Site plans showing the actual position and route of all drainage and services
 as-built drawings, and plans used and produced throughout the construction
process
 Details relating to Health and Safety that may affect future demolition or
dismantling works
 Details relating to Health and Safety that may affect cleaning and maintenance
works
 Details of Maintenance procedures and requirements for the structure.

Conclusion

When I started this assignment I set myself two goals these were to improve my
knowledge of the pre construction information pack, and to learn about the roles and
responsibilities of the CDM co-ordinator. I believe that I have accomplished these.
During the space of this assignment I had a two major problems, the worst of these
was the word count. When I began the tasks set for me with fear that I would easily
pass the word count, because of this I tried to be as concise as possible. However
when I finished my first draft, I found that I was far below the word count, this meant
that I needed to extend my assignment to fulfil all the given criteria. After this I came
across another problem. While in my introduction I stated that I would not allow
sections to overlap, in both task C and D there was information found in other sections.
This meant that I had veered from the set word count and more valid information
needed to be added.
Overall I believe that this assignment has allowed me to expand my views and
horizons, for different jobs in the construction industry as a whole. However in my
opinion the job of a CDM co-ordinator is not one that I would personally apply for.
