NTRODUCTORY NOTE
The Charter of the United Nations was signed on 26 June 1945, in San Francisco, at the conclusion of the United Nations Conference on nternational !rgani"ation, and ca#e into force on 24 !cto$er 1945% The Statute of the nternational Court of Justice is an integral &art of the Charter% '#end#ents to 'rticles 2(, 2) and 61 of the Charter were ado&ted $* the +eneral  'sse#$l* on 1) ece#$er 196( and ca#e into force on (1 'ugust 1965% ' further a#end#ent to 'rticle 61 was ado&ted $* the +eneral 'sse#$l* on 2- ece#$er 19)1, and ca#e into force on 24 Se&te#$er 19)(% 'n a#end#ent to 'rticle 1-9, ado&ted $* the +eneral 'sse#$l* on 2- ece#$er 1965, ca#e into force on 12 June 196.%The a#end#ent to 'rticle 2( enlarges the #e#$ershi& of the Securit* Council fro# ele/en to fifteen% The a#ended 'rticle 2) &ro/ides that decisions of the Securit* Council on &rocedural #atters shall $e #ade $* an affir#ati/e /ote of nine #e#$ers 0for#erl* se/en and on all other #atters $* an affir#ati/e /ote of nine #e#$ers 0for#erl* se/en, including the concurring /otes of the fi/e &er#anent #e#$ers of the Securit* Council%The a#end#ent to 'rticle 61, which entered into force on (1 'ugust 1965, enlarged the #e#$ershi& of the cono#ic and Social Council fro# eighteen to twent*3se/en% The su$seuent a#end#ent to that 'rticle, which entered into force on 24 Se&te#$er 19)(, further increased the #e#$ershi& of the Council fro# twent*3se/en to fift*3four%The a#end#ent to 'rticle 1-9, which relates to the first &aragra&h of that 'rticle, &ro/ides that a +eneral Conference of e#$er States for the &ur&ose of re/iewing the Charter #a* $e held at a date and &lace to $e fied $* a two3thirds /ote of the #e#$ers of the +eneral 'sse#$l* and $* a /ote of an* nine #e#$ers 0for#erl* se/en of the Securit* Council% 7aragra&h ( of  'rticle 1-9, which deals with the consideration of a &ossi$le re/iew conference during the tenth regular session of the +eneral 'sse#$l*, has $een retained in its original for# in its reference to a 8/ote, of an* se/en #e#$ers of the Securit* Council8, the &aragra&h ha/ing $een acted u&on in 1955 $* the +eneral 'sse#$l*, at its tenth regular session, and $* the Securit* Council%
PREAMBLEWE THE PEOPLES OF THE UNITED NATIONS DETERMINED
to sa/e succeeding generations fro# the scourge of war, which twice in our lifeti#e has $rought untold sorrow to #anind, and
to reaffir# faith in funda#ental hu#an rights, in the dignit* and worth of the hu#an &erson, in the eual rights of #en and wo#en and of nations large and s#all, and
to esta$lish conditions under which :ustice and res&ect for the o$ligations arising fro# treaties and other sources of international law can $e #aintained, and
to &ro#ote social &rogress and $etter standards of life in larger freedo#,
AND FOR THESE ENDS
to &ractice tolerance and li/e together in &eace with one another as good neigh$ours, and
to unite our strength to #aintain international &eace and securit*, and
to ensure, $* the acce&tance of &rinci&les and the institution of #ethods, that ar#ed force shall not $e used, sa/e in the co##on interest, and
to e#&lo* international #achiner* for the &ro#otion of the econo#ic and social ad/ance#ent of all &eo&les,
 
HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS
 'ccordingl*, our res&ecti/e +o/ern#ents, through re&resentati/es asse#$led in the cit* of San Francisco, who ha/e ehi$ited their full &owers found to $e in good and due for#, ha/e agreed to the &resent Charter of the United Nations and do here$* esta$lish an international organi"ation to $e nown as the United Nations%
CHAPTER I: PURPOSES AND PRINCIPLESArticle 1The Pur!"e" !# the U$ite% N&ti!$" &re:
1%To #aintain international &eace and securit*, and to that end; to tae effecti/e collecti/e #easures for the &re/ention and re#o/al of threats to the &eace, and for the su&&ression of acts of aggression or other $reaches of the &eace, and to $ring a$out $* &eaceful #eans, and in confor#it* with the &rinci&les of :ustice and international law, ad:ust#ent or settle#ent of international dis&utes or situations which #ight lead to a $reach of the &eace<2%To de/elo& friendl* relations a#ong nations $ased on res&ect for the &rinci&le of eual rights and self3deter#ination of &eo&les, and to tae other a&&ro&riate #easures to strengthen uni/ersal &eace<(%To achie/e international co3o&eration in sol/ing international &ro$le#s of an econo#ic, social, cultural, or hu#anitarian character, and in &ro#oting and encouraging res&ect for hu#an rights and for funda#ental freedo#s for all without distinction as to race, se, language, or religion< and4%To $e a centre for har#oni"ing the actions of nations in the attain#ent of these co##on ends%
Article '
The !rgani"ation and its e#$ers, in &ursuit of the 7ur&oses stated in 'rticle 1, shall act in accordance with the following 7rinci&les%1%The !rgani"ation is $ased on the &rinci&le of the so/ereign eualit* of all its e#$ers%2%'ll e#$ers, in order to ensure to all of the# the rights and $enefits resulting fro# #e#$ershi&, shall fulfill in good faith the o$ligations assu#ed $* the# in accordance with the &resent Charter%(%'ll e#$ers shall settle their international dis&utes $* &eaceful #eans in such a #anner that international &eace and securit*, and  :ustice, are not endangered%4%'ll e#$ers shall refrain in their international relations fro# the threat or use of force against the territorial integrit* or &olitical inde&endence of an* state, or in an* other #anner inconsistent with the 7ur&oses of the United Nations%5%'ll e#$ers shall gi/e the United Nations e/er* assistance in an* action it taes in accordance with the &resent Charter, and shall refrain fro# gi/ing assistance to an* state against which the United Nations is taing &re/enti/e or enforce#ent action%6%The !rgani"ation shall ensure that states which are not e#$ers of the United Nations act in accordance with these 7rinci&les so far as #a* $e necessar* for the #aintenance of international &eace and securit*%)%Nothing contained in the &resent Charter shall authori"e the United Nations to inter/ene in #atters which are essentiall* within the do#estic  :urisdiction of an* state or shall reuire the e#$ers to su$#it such #atters to
 
settle#ent under the &resent Charter< $ut this &rinci&le shall not &re:udice the a&&lication of enforce#ent #easures under Cha&ter =ll%
CHAPTER II: MEMBERSHIPArticle (
The original e#$ers of the United Nations shall $e the states which, ha/ing &artici&ated in the United Nations Conference on nternational !rgani"ation at San Francisco, or ha/ing &re/iousl* signed the eclaration $* United Nations of 1 Januar* 1942, sign the &resent Charter and ratif* it in accordance with 'rticle 11-%

1%e#$ershi& in the United Nations is o&en to all other &eace3lo/ing states which acce&t the o$ligations contained in the &resent Charter and, in the  :udg#ent of the !rgani"ation, are a$le and willing to carr* out these o$ligations%2%The ad#ission of an* such state to #e#$ershi& in the United Nations will $e effected $* a decision of the +eneral  'sse#$l* u&on the reco##endation of the Securit* Council%

 ' e#$er of the United Nations against which &re/enti/e or enforce#ent action has $een taen $* the Securit* Council #a* $e sus&ended fro# the eercise of the rights and &ri/ileges of #e#$ershi& $* the +eneral 'sse#$l* u&on the reco##endation of the Securit* Council% The eercise of these rights and &ri/ileges #a* $e restored $* the Securit* Council%

 ' e#$er of the United Nations which has &ersistentl* /iolated the 7rinci&les contained in the &resent Charter #a* $e e&elled fro# the !rgani"ation $* the +eneral 'sse#$l* u&on the reco##endation of the Securit* Council%
CHAPTER III: OR,ANSArticle -
1%There are esta$lished as &rinci&al organs of the United Nations; a +eneral  'sse#$l*, a Securit* Council, an cono#ic and Social Council, a Trusteeshi& Council, an nternational Court of Justice and a Secretariat%2%Such su$sidiar* organs as #a* $e found necessar* #a* $e esta$lished in accordance with the &resent Charter%
Article .
The United Nations shall &lace no restrictions on the eligi$ilit* of #en and wo#en to &artici&ate in an* ca&acit* and under conditions of eualit* in its &rinci&al and su$sidiar* organs%
CHAPTER IV: THE ,ENERAL ASSEMBLYCOMPOSITIONArticle /
1%The +eneral 'sse#$l* shall consist of all the e#$ers of the United Nations%2%ach e#$er shall ha/e not #ore than fi/e re&resentati/es in the +eneral  'sse#$l*%
