ThemajorityoftheprivatesecurityindustrywelcomedtheintroductionofthePrivateSecurityIndustryActandhavesincegraspedtheopportunitytooverhaultheindustryandachievehigherstandards.Inthepast12monthsSecurityGuarding,CCTV,CashandValuablesinTransitandtheCloseProtectionsectorshaveseenalltheplanninganddebateoftransformationoftheindustrytranslatedintoaction.Theagendaandscaleofchangewhichthisindustryhasmanagedistremendous.Sevensectorsoftheprivatesecurityindustryarenowregulated,nearlyaquarterofamillionnationallyrecognisedsecurityqualificationsarenowheldbyindividualsand175,000licenceapplicationshavebeenreceivedbytheSIA.BytheendofJune2006theSIAhadgrantedover118,000licences.BeyondlicensingtheApprovedContractorSchemehasbeenintroduced–aframeworkforsettingbusinessstandardsthatwillencouragethespreadofgoodpracticethroughtheindustry,astheACS“badge”becomesmorerecognisedasasignofcompetence,reliabilityandresponsibility.Itwillalsoenabletheindustrytodeployanormallysmallproportionoftheirsecuritypersonnelwhoarenotyetlicensedbuthavecompletedtrainingandhaveanapplicationpending.AllofthisandmorehasbeenachievedintwoshortyearssinceimplementationoftheActbeganin2004.Theperformanceofsomesecuritybusinessesinmanagingthelicensingoftheirworkforcehasbeenoutstanding.Theyveryclearlyplacedtheirpeople,theircustomersandindeedtheirbusinessesreputationandcreditabilityattheforefrontoftheirminds.Weallequallyknowthatsomestruggledtomanagematterssowell–andIhopethattheygraspthisopportunityandrisetothechallengetobecomevaluedprovidersofsecurityservices.IknowthattheSIAandalltheirenforcementpartnersareworkinghard,todealwiththis,usingasharedintelligenceandaproportionateapproach.ThereisstillmuchmoretodobutIamconfidentthattheprivatesecurityindustrywillbuildontheexcellentworkithasdonesofarandrisetothechallenge.

Iamverypleasedtobeinvitedtocontributeaforewordtothisyear’seditionoftheRedBookSecurityIndustryDirectory.IwouldliketocongratulatetheIPSAandJSICfortheirworkinpreparingthisyearbookasajointventure.Iwouldliketosharewithyousomeofthemajorachievementsthattheprivatesecurityindustryhasmade.ThePrivateSecurityIndustryAct2001wasbroughtintoregulatetheprivatesecurityindustryinEnglandandWales.Thisindustryhasgrownovertheyearsanditsworkhaschangedfromalargelypassiveroleintoonewithfargreaterandmoreactivecontactwiththepublic.Previouslytherehadbeenlittleornoself-regulationandstandardsvariedwidely.TheActwaspassedtoprotectandreassurethepublicbypreventingunsuitablepeoplegettingintopositionsoftrustintheprivatesecurityindustry;andtoraisestandardsgenerallywithintheindustry.Theprivatesecurityindustryemploysover250,000peopleintheUK,andtheprivateandpublicsectorsspendaround£4billionperannumonprivatesecurity.Asaresult,ithasbecomeanintegralpartofmodernsociety.Itsimpactcannotandmustnotbeunderestimated.Wheneverandwhereverweventureoutintothewidercommunity,we’realmostcertaintobeaffordedtheprotectionofatleastonecategoryofprivatesecurityservice.Inourlocalshoppingcentres,towncentres,leisurefacilitiesandnightspots,weallinsomeway,andatsometime,benefitfromtheservicesprovidedbytheprivatesecurityindustry.Businessleadersmustgivesecuritytheattentionandinvestmentitdemands.Buyersmustworkcollaborativelywiththeirsupplierstooverhaultheirrequirements,theircontingencyplans,contractsandprices.Itisineverybody’sinterestthatcriminalitycontinuestobedrivenoutoftheindustryandthatsecurityservicesareboughtonqualityandvalue,notprice.
