BBC
governors
defiant

Tom
Baldwin
and
Raymond
Snoddy
THEBBC
defiantly
reasserted
its
independence
and
impartiality
last
night
as
it
insisted
that
it
was
right
to
broadcast
claims
that
Downing
Street
had
"sexed
up"
a
dossier
on
Iraq's
weaponsThe
corporation's
governors
issued
their
strongly
worded
statement
as
No
10
urged
the
BBC
not
to
prolong
its
extraordinary
row
with
the
Government
by
standing
by
"demonstrably
untrue"
allegations
.
Both
sides
in
the
dispute
were
showing
eve-of-publication
nerves
as
they
prepared
for
the
release
today
of
the
Commons
Foreign
Affairs
Commttee
report
on
the
Government'suse
of
intelligence
material
before
the
Iraq
war
.
_
The
commttee
is
expected
to
clear
Alastair
Campbell,the
Downing
Street
communications
director,
of
forcing
the
intelligence
services
to
include
in
a
dossierclaims
that
Saddam
Hussein
could
deploy
chemical
weapons
at
45
minutes'
notice
Downing
Street
is
concerned,
however,
that
the
committee's
verdict
on
Mr
Campbell
was
reached
only
on
a
majority
vote
and
that
Conservative
MPs
may
have
insisted
on
the
inclusionofa
more
critical
amendment
in
the
report
.
No
10
made
clear
last
nightthat
it
still
expected
an
apology
in
the
row
over
Andrew
Gilligan's
Today
programme
report
on
the
dossier
.
A
senior
source
said
:
"The
BBC
should
make
an
immediate
apology
If
they
try
to
be
silly,
we
will
pursue
it
further
."
Tony
Blair
told
The
Observer
yesterday
that
"youcould
not
make
a
more
serious
charge
against
a
prime
minister"
than
allegingthat
he
had
ordered
troops
into
war
ona
basis
whichhehad
deliberately
falsified
.
These
charges
happen
to
bewrong
and
I
think
everyone
now
accepts
that
the
charges
are
wrong
.I
am
astonished
if
they
(the
BBC)
are
still
saying
it's
accurate
."
Butthe
governors'
statement
says
the
BBC
had
neveraccused
Mr
Blair
of
lying
orof
seeking
to
go
to
waron
false
pretences
And
in
what
amounted
to
a
ringing
endorsement
of
its
journalists,
the
board
says
that
it
was
m
the
public
interest
for
Today
to
broadcast
Mr
Gilligan'sstory,
"given
the
information
available
at
the
time"
.
The
governors
also
called
on
Mr
Campbell
to
withdraw
his
allegations
suggesting
that
the
BBC
hadpursueda
biased,anti-war
agendaThe
board
did
acknowledge,however,
that
Today
should
have
kept
a
better
record
of
its
dealings
with
the
Ministry
of
Defenceand
could
have
given
Downing
Street
an
opportunity
to
respond
before
the
report
was
broadcast
on
May
29
.
The
statement
also
confirms
that
the
board
is
to
re-examne
rules
on
BBC
journalistswriting
for
newspapers
This
follows
concerns
raised
by
Richard
Sambrook,
the
head
of
news,
that
Mr
Gilligan
had
weakened
the
BBC's
case
with
a
freelance
article
identifying
Mr
Campbell
as
the
reason
for
changes
in
the
dossier

The
statement
gave
no
indication
that
any
resignation
or
apology
was
likely
and
it
concluded
:
"We
are
wholly
satisfied
that
BBC
journalists~and
their
managers
sought
to
maintain
impartiality
and
accuracy
during
this
episode
."
_
Downing
Street
responded
by
saying
that
it
was
saddened
that
the
BBC
was
continuing
to
"defend
the
indefensible"
.
