As this edition gets ready to be posted, our illustriousChair, Graeme Payne, is diligently working to get ournew CCT challenge coin distributed to all the individu-als who have passed their CCT exams over the pastthree years. It is the intent of MQD to have everyonethat receives their CCT to also receive one of theserare, and very unique coins. A picture of both sides of the CCT challenge coin can be see on page 22. With alittle luck, and the delivery person is on time, hopefully,most should receive theirs during the month of June.Our new Chair-elect was kind enough to provide us with a little bit of ad-vise on RCA (root cause analysis) from a perspective that is not oftenthought of. Thanks, Rick, for the timely, and appropriate information.I would like to again extend an invitation to our readers to let us know of any particular topics you would like to see covered. This is a time of celebrationfor ASQ and the Measure-ment Quality Division!ASQ just had their 60
th
an-nual World Congress inMilwaukee. The Divisionwas chartered by ASQ 15years ago this month. Iwould like to throw a party,but with members through-out North America and in53 other countries (and nobudget for it) it would be somewhat difficult.This is also a time of change. First, Robert Grahamwill be succeeding Bill McCullough as the Divi-sion's representative to the Standards committees,with Dan Harper continuing as an alternate. I wantto thank bob for taking that on, and wish Bill wellin his other endeavors.Another major change will be the legal structure of the Division's organization and management. Thisis something that is happening to all Divisions andinterest groups, not just our Division. Divisionswill soon start operating under a Division Manage-ment Agreement (DMA) that will replace the By-laws that have been in place for many years. TheDMA is modeled on the Section Operating Agree-ment that your Sections have been using for almosttwo years. The change was driven by pressures toimprove management efficiency, some require-ments to change because of the new ASQ bylawsthat were approved last year, and certain considera-tions of New York state corporate law and InternalRevenue Service regulations. (ASQ is incorporatedin New York, and is listed by the IRS as a section501(c)(3) not-for-profit organization.) The DMAwas approved by the ASQ Board of Directors attheir meeting just before the World Congress.When we implement it, you will not notice muchdifference at first. But it gives the member leadersmore freedom to make changes as needed, withoutgoing through a long process that had many thingsrequiring approval by the ASQ Board of Directorssimply because the policy was in our Bylaws andamendments to them required Board approval.I will close this with a sincere

 Members perform annual audits of the Divi-sion financial management practices. (Cannot be a currently serving officer, or an immediate past Chairperson or Treasurer.)
Strategic Planning Committee
 
 Members develop long-range plans for the Division.
Membership Committee
 
 Members initiate personal contact with new,renewing and departing members. Analyzeand report membership data and trends.
