his guide provides answers to manyof the tax questions frequently askedby individuals who operate a businessor who want to start a business in Ohio. It isparticularly designed to assist small, start-upbusinesses.Ohio’s business taxes are now undergoing adramatic transformation intended to make theBuckeye State a friendlier place to do business.To that end, the corporation franchise tax andthe tangible per-sonal property taxare being phasedout. In their place,a new commercialactivity tax (CAT)is being phased inwith a broad baseand a low rate.Other changes in-clude a 21 percentcut in income taxrates gradually be-ing phased in overfive years.In addition tothis restructuringof the tax system,Ohio also offers a number of incentives to at-tract new businesses and encourage businessexpansion.
