Abstract
A consortium of five countries (Estonia, Italy, Germany, Poland) and sixorganizations successfully cooperated from 2008 – 2010 in a Leonardoda Vinci “Building the Best” Partnership project. Our mutual desire is toimprove uniformity and functionality of vocational education deliveryand to learn the unique differences of each country’s educationalsystem. The impetus for this project came from the projectcoordinator, Järva County Vocational Training Center of Estonia thatfaces the challenge of teachers needing knowledge about modernpractices in vocational training as carried out at schools andenterprises in Europe, but also about educational systems and howeducators in other countries resolved certain challenges. Partnermeetings and visits to vocational schools and enterprises were anessential component for gathering information on modern practicesand training arrangements. The results of this project are extremelygratifying in that it solidified relationship and networks, new ides andinsights were shared, and new projects are being pursued in order tocontinue discovering optimal and best training schemes in VET. ThisPartnership produced a CD that contains relevant partner countryinformation as economic summaries by country about the constructionsector; best construction training practices as determined by eachpartner; PowerPoint presentations; and other supplemental informationdeemed useful for decision makers striving to strengthen vocationaleducation delivery in their respective European countries.

Project background and aim
 The Leonardo da Vinci “Building the Best” Partnership project wasessential for creating a foundation that is serving to increase thequality of construction training across Europe. The construction sectoris a key economy growth driver in the European Union, improvementsin quality and innovation in VET practices and transferring them fromone country to another is a crucial element of European integration.With the construction industry continuing to rapidly change andexpand, vocational teachers especially among new member countriesare greatly challenged in keeping abreast of current information andupdating their knowledge and skills pertaining to modern constructiontechnologies, machinery and training practices. The aim of this “Building the Best” Partnership between VET schools,enterprises, and educational institutions was to facilitate a transfer of critical information through a combination of forums, workshops, andvisits for data collection during a 2-year period. Information was sharedamong those with innovative industry knowledge and experience, andfor the concluding work we are disseminating best practices as animportant reference among institutions, construction industry expertsand VET construction teachers. This partnership has served to increaseinformation that will help to unify training delivery and further thedevelopment of pedagogies and practices. The product of thispartnership is a CD that contains relevant country specific informationas: economic reports covering the project period 2008 2010;construction industry statistics; best construction training practices asdecided upon by each partner and relevant supplemental informationfor use by project participants among an expected subsequent broader
