Dear ,

I have decided to put my name forward for election to the Shadow Cabinet.

For all of the achievements of Labour in office, I have argued for many years that the
Parliamentary Party did not make best use of its members whilst Labour was in Government.
Issues such as housing, manufacturing, low pay and immigration were identified by PLP members
as needing action which did not come until it was too late.

Looking forward, I think it essential that Shadow Ministers work with backbench members to
identify areas where the Tory/Liberal Democrat Government is failing and to devise new policy to
offer an alternative way ahead for the country.

I was on the backbenches for seven years before being appointed to Government. I have served
as a Whip and as a Junior Minister. In both Government roles, I have worked hard to build a team
ethos and I have helped to take forward successful policies such as our active industrial strategy. I
think that I now have the experience to help make Labour an effective Opposition and a convincing
alternative Government.

I believe strongly that we need an organised, relentless approach in Parliament to attack the
Government – using the Chamber through questions and adjournment debates to expose its
weaknesses. We also need to draw on support outside Parliament – from unions, business and
civic society to build the support necessary to prepare for power.

I am putting myself forward as I think I can help contribute to the effective Shadow Cabinet the
party and country needs. I hope you will support me.

If you wish to discuss any issues with me, please do ring me on xxxxx xxxxxx.

Best wishes,

Ian Lucas
