The first Echo Park Community Festival washeld on the July weekend when the annual LotusFestival is usually scheduled.The well-known Lotus Festival has been heldalmost yearly at Echo Park lake since 1972. In thelate 1970s and late 1980s budget cuts put the city-run festival on hold a few times. This year, however,is the first time that the community of Echo Parkhas held its own replacement for the cancelledAsian/Pacific-themed festival. The sponsorshipchanged from the Los Angeles Department ofRecreation and Parks to the Echo Park Chamber ofCommerce, who took on thechallenge of mounting the festivalwith a considerably smaller budget,less experience and a shorter time-frame than Recreation and Parksenjoyed.For festival-goers, the two-dayCommunity Festival was great fun.There may not have been dragonboat races or lotusflowers, but there wasplenty to see and do. Visitors arriving atthe park found dozens of tented boothsoffering a wide variety of food anddrink. Round tables and folding chairsset up at the north-east end of the lakemade a welcome spot to eat under thetrees.Entertainment on the main stage,with the pump house behind it, wasvaried, exuberant and very loud. Whatmore could one want? Knick-knacksand souvenirs were sold along the shore, facing thelittle bay where the lotus used to bloom. Visitorslined up at the boathouse to hire its colorful pedalboats and enjoy the cool breezes out on the 6-acrelake. There was even an artificial rock climbing wallfor the children. In a cactus-ringed corral three patient horsesstand beneath a tree, partly in and partly out ofthe morning sun. A visitor takes the dirt path thatwinds from a trail through the summer’s dead,brown grass to the corral’s gate. The horsesignore the person outside the metal fence until abag rustles. Ears up, they amble across topeacefully accept a chunk of apple pushedthrough the chain link. There’s a little tailswishing, some gentle pushing of one another,but they’re well-fed and content to share.With bales of straw piled nearby and a coupleof small, dusty sheds by the fence, it’sunexpected to find this rural scene only two and ahalf miles from Los Angeles City Hall.Part of Echo Park’s charm is that horses arestill legally kept on a few city lots that back up toElysian Park. Above the Golden State freeway andin the shade of a water tower a few yards from awell-used park fire trail, these huge, gracefulcreatures delight children and horse lovers.The horses’ morning visitor strolls past thecorrals in Elysian Park hearing the hum of thefreeway below in the background. The engines ofthe vehicles on the noisy freeway are stillmeasured in horsepower while, on the other sideof the trail, actual horses, one of the West’searliest forms of transportation, quietly continueto ignore their competition.
