Subject: Broadband Round 2 Proposal Solicitation

Broadband RFI Respondents,
Thank you for responding to the Regional 700MHz Wireless Mobile Broadband Network RFI. With Round
2 of the Broadband Technology Grant Program announced, we are looking at possible proposals for
partnerships to build out the Bay Area Public Safety 700MHz Broadband System. Those vendors willing
to engage in a public private partnership with the Bay Area for this grant opportunity should address the
following issues within their proposals:
• Address how your company would structure a partnership with the Public Safety
participants in the San Francisco Bay Area UASI Region
• Describe how your company would address the National Public Safety
Telecommunications Council (NPSTC) Broadband Task Force Recommendations
• Address how your company will assume technology risk involved with the following:
o Future requirements for interoperability with a national network
o Future impact of the D‐block on the 700MHz Public Safety Broadband Frequencies
o Future requirements of any other governing body that imposes requirements on
waiver or license holders
• Describe how your design will leverage existing public assets
• Address the grant match requirement
• Address the grant National Environmental Protection Act (NEPA) and National Historical
Preservation Act (NHPA) requirements
• Address issues of system operation, management, sustainment and ownership.
• Address how your company would work with the San Francisco Bay Area UASI Region to
develop a mutually agreeable contract for the delivery of project milestones
• Address the issues with priority access and preemption
• Address disaster resiliency
• Address the issue of job creation
Proposal Response and Process:
We will not be holding a pre‐proposal conference and there will not be formal questions and responses.
Provide ten copies of your written proposals and 3 soft copies by COB February 16th to:

A short list of responders will be invited for Oral Presentations for the week of February 22nd.
A selection committee will review and select a potential partner who will be notified on or before
February 26th. The BTOP application is due on March 15th. In summary, the timeline for your response
is as follows:
