The digital divide seriously burdens economic
growth and educational opportunity. Universal, affordable broadband remains a distant prospect
in the United States, largely because of policies that stifle competition in the name of
deregulation. The elimination of open access requirements for cable modem and DSL services by
the FCC will only worsen this situation.
