PREFACE
The study seeks to provide an answer to two questions: (1) whether, and to what extent, is itfeasible to adopt a common approach to doorstep and distance selling contracts, (2) whetherand to what extent, is it necessary to have European rules on pyramid/snowball systems andmulti level marketing? The answer this study gives is based on an extensive comparativeanalysis of the way in which the Member States have implemented the Doorstep SellingDirective 85/577/EC into national law as well as of the way in which Member States dealwith pyramid/snowball systems and multi level marketing.Numerous colleagues in the Member States have provided invaluable assistance in thecompletion of the comparative analysis. Geraint Howells produced the report on the UnitedKingdom. The evaluation of the multi level marketing system made it necessary to analysethis relatively new marketing strategy in detail. This would not have been possible without theinvaluable support of multi level marketing companies, national direct selling organisationsand their European counterparts. National consumer organisations and the Europeanconsumer organisation did their part to promote the consumer point of view.
