Discussion and possible action to approve a permit for Blue Bottle Coffee LLC in MissionDolores Park.
Background:
The Recreation and Park Commission approved the publication and distribution of a Request forProposals (RFP) package on July 16, 2009. The RFP solicited respondents to operate pushcartsin City Parks. The RFP asked respondents to bid on specific park locations and allowedrespondents to propose to operate in parks other than those where pushcarts are currently located(Golden Gate Park and Civic Center).The Department undertook this endeavor in an effort to activate park spaces, provide additionalamenities to park users and to generate additional revenue to the Department. The RFPprioritized menus featuring healthy and sustainably grown foods as well as those featuringdistinct culinary offerings.Earlier this year, the Commission approved the selection of Blue Bottle Coffee to operate aMobile Food Concession in Dolores Park. Department staff have since negotiated permits withBlue Bottle (Exhibit A). The Department is currently accepting proposals on a rolling basis andstaff intends to return to future Commission meetings with additional selected respondents.
Permit Terms:
This permit is for a period of five years. The permit requires Department approval of thepermittee’s equipment, menu and prices, signage and hours of operations. Additionally, thepermittee would be required to clean and maintain the park space surrounding their concession.

Next Steps:
Upon approval by the Commission of the attached permit, Department staff will work with thepermittee to quickly begin operating. In addition, a selection panel has recommended two newmobile food vendors consisting of Annakoot Indian Street Foods and Annies Hot Dogs. Staff will present these proposals to the Commission at a future meeting.
Financial Impact:
If permit is approved with all of the selected respondents, it would result in a revenue increase of no less than $12,000 to the Department annually.
