We, the undersigned, respectfully request that Attorney General Richard Blumenthal and the
Connecticut Department of Public Utility Control (DPUC) immediately open proceedings to investigate
the unfair transactions between the former Birmingham Utilities and the South Central Regional Water
Authority (SCRWA).
These transactions, approved by the DPUC, resulted in the people of the city of Ansonia being forced to
pay exorbitant fire service fees to the SCRWA and unjustly enriched certain individuals from Birmingham
who used their positions of authority in that company to place their own personal [profits ahead of the
interests of the public water utility customers that they were requires by law to serve. We also
specifically ask the DPUC AND Mr. Blumenthal to release the names of said Birmingham leaders and the
amount of personal profits they received from these transactions.
The undersigned are either citizens of Ansonia or individuals who support the Ansonia Volunteer Fire
