TfL Streets Traffic Directorate has developed these guidelines to help inform modellers, network operations practitioners and scheme sponsors. The capacity o London’s trafc network (both road and ootway) iscoming under increasing pressure and maintaining the smooth operationo this network is a challenging task.A primary goal o the TL Trafc Manager is to deliver journey timereliability and it is essential that trafc schemes are developed to ahigh quality and their impacts on the network are well understood andmitigated with journey time reliability as the ultimate outcome.Trafc modelling plays an increasingly vital role in this objective and theseguidelines provide invaluable support. They draw upon expertise romacross the industry and orm a comprehensive source o best practice.It is TL’s remit to ensure that the eects o all planned interventions on theroad network are thoroughly understood beore they are implemented.These guidelines are undamental in achieving this requirement.
