This Executive Summary provides a concise synopsis of nine key priorities that are recommended for Coloradoto ensure the state’s water future. These synopses have been reviewed by all panelists and all agree that these nineareas must be part of any discussion of Colorado’s water future. The panelists believe that an opportunity exists toconsider the feasibility and value of these proposals and to begin implementation, concurrent with other ongoing statewide programs, including the Statewide Water Supply Initiative (SWSI), House Bill 1177 basin roundtables,and conservation planning workshops. One fact is clear to nearly all panel members; without systematic andcooperative planning, water development will occur with many unintended and problematic consequences. Appendix A is a technical report on topics discussed during the initial panel meeting, followed by supplementalinformation and individual panel member comments. In some cases, Appendix A includes diverse viewpoints oneach topic considered by the panel and may not always be completely consistent with the Executive Summary. Thepanel believes that presenting the healthy exchange of opinions will be helpful as the state considers its approachesto addressing its water challenges.
