CHAPTER I

INTRODUCTION

1.1 Background

1.1.1 Final Report Background

Polytechnic is a diploma 3 educational program which aims to create skilled manpower


accordance with industrial needs. One factor supporting the success of this system is Final
Project activities that will be undertaken by Civil engineer student in the 6th semester. Students
are required to discuss one subject of civil engineering field based on data that will be got in a
real construction project. Later, Final Project will be tested orally in the end semester period
when final project writing completed.

With these activities, students are expected to be much more familiar with civil engineering
problems in real construction project and then can formulate it well. Students also will able to
make right decision accordance with their level.

In practice, student will arrange Final Project. It will be guided by lecturer (s) as adviser in
order to give constructive suggestion during the writing process.

1.1.2 Title Background

Today, we have large scale infrastructure construction in every sector of life including the
physical development in cities, such as in Jakarta which is known with so many skyscrapers
placed. Building constructors have a purpose to facilitate people. They need space to do their
activities and use it as owner wants

to. It is required a good sequence from planning, construction until maintenance period.

In implementation, supervision activity is very necessary in large scale a project that is


usually done by field director. However, because of the complicated level, supervision needs a
highly competent expert in monitoring project. The expert can be an agency or even a firm called
Construction Management Consultant.

Building owners sometimes do not understand about construction process. So that’s why we
need a special expert consultant in their field to become an owner’s representative. So, Owners
choose Construction Management Consultant and Quantity Surveyor Consultant. The further, the
planning consultant will be chosen.

Recruitment of Construction Management Consultant purposed to supervise the large scale


project in order to keep the usage of resources runs efficiently. The resources are known as 5 M
+ 1 I, there are: Man, Material, Method, Machine, Market plus Information.

All things above should be used as efficient as possible in order to get effective and best
result.

The Result in Construction is a standard Quantity and Quality accordance to the planning:

 TIME

 QUALITY

 COST

Construction Management is the overall planning, coordinating, and controlling of a project


from inception to completion aimed at meeting the client’s requirements in order to produce a
functionally and financially viable project that will be completed on time within authorized cost
and to the required quality standards1. So, we can conclude that between Costs, Quality and Time
are related each other.

Cost is the most important things in a project, included Construction project. Since a project
cannot run at all without budget.

Cost is an estimation of how much money will be needed or price to be charged for
something2.

Based on the PMBOK3 Guide - 2000 Edition, the cost provides an overview of the following
major processes:

1. Resources Planning

Determining what resources (people, equipment, materials) and what quantities of each
should be used to perform the project activities.

2. Cost Estimating

Developing an approximation (estimate) of the costs of the resources needed to complete the
project activities.
3. Cost Budgeting

It is allocating the overall cost estimation to individual work activities.

4. Cost Control

Controlling changes to the project budget.

Quality is the characteristics of the building wanted and planned and accordance with price.
Quality can be determined in line with the owner needs and also technical calculation and will be
stated in many construction documents.

Time is a required period to construct a building and its facilities.

A project may be regarded as “successful” if it is completed within budget, on time, and zero
fatal accident, to the specified quality standards and overall client satisfaction. Now,
Construction Cost-Time is important for evaluating the performance of the construction project.
There is a relationship between the duration of a construction activity and its cost. They are
interrelated.

In controlling the project construction, we can use either cost control or schedule control. But,
the most complex projects require consideration both cost and scheduling overtime, so that
planning, monitoring, and record keeping must consider both dimensions.

Complex relationship between Cost and Time is interested in Construction Management


especially for me. So that is why the writer decided to take this relationship as theme of Final
Report Writing.

To prepare all the data of Final Report, I will observe the construction project named
ALLIANZ TOWER and placed on Jl. HR Rasuna Said, Kuningan Superblock 2 South Jakarta
and focus on plumbing work that include the basement floor, semi basement, 1st to 28th floors,
and one roof.

Plumbing installation (clean water, dirty water, used water, vent, and rain) is a unity system
and important to facilitate the building. I am interested in this issue because:

a. ALLIANZ TOWER Project is a green building concept which is uncommon used by


other skyscrapers. So the usage and disposal of water is different and should be in
accordance with green building concepts by AMDAL (EIA). So that’s why author is
very interested in cost and time analysis for plumbing work.

b. Plumbing installation handled by sub-contractor because of its complexity.

c. Cost to complete the plumbing work is in a large number about 3 billion rupiah.
d. Time to complete plumbing work takes long time period.

1.2 Aim

The principal aim of this paper is to find out Time-Cost Needed in Plumbing Work order to
build ALLIANZ TOWER Office Tower in Kuningan-South Jakarta during construction in
theoretical.

1.3 Objectives

The specific objectives or this research are:

 To measure the time and cost needed to install/ construct Plumbing System for entire
building of ALLIANZ TOWER from Basement, Semi Basement, 1st floor-28th floor.

 To determine if the theoretical calculation by the writer differ significantly from the real
performance of building project by the contractor (contract value)

 To analyze if there are any significantly differences calculations and explain factors that
can influence.

1.4 Collecting Data Methods

The method used in obtaining the data - the data is as follows:

a. Study literature

Literature is written sources about plumbing systems and the estimating cost. It can be books,
articles, or maybe notes from the expert . This is important as reference in studying materials on
the topic, understanding content, assisting and facilitating to analyze data.

b. Site Study
In this method, the writer directly learn during on job training activity in the beginning of

6  semester in ALLIANZ TOWER construction. Then it will be compared with references such
as literatures and interviews.

c. Interviews

Direct interviews with expert such as contractor and construction management consultant of
plumbing work .

1.5 Title Affirmation

The Title of this report is TIME AND COST ANALYSIS FOR PLUMBING WORK IN
ALLIANZ TOWER KUNINGAN – JAKARTA.

Time

Time is required period to construct a building and its facilities

And

“And” is a Conjunction. Used to join to words, phrases etc referring to things that are related
in some way.

Cost

Cost is an estimation of how much money will be needed or price to be charged for Plumbing
Work.

Analysis

A careful examination of something in order to understand it better

For
“For” is a preposition. Used to say who is intended to get or use something or where
something is intended to be used.

Plumbing Work

Plumbing is Name of Particular Work. This is a kind of special work to complete utility of the
building and facilitate people inside. In this report, Author

will discuss plumbing work for the installation only. Including clean water, dirty water, vent
system and rain,

So, It can be concluded that the definition of "TIME AND COST ANALYSIS FOR
PLUMBING WORK AT ALLIANZ TOWER KUNINGAN - JAKARTA" is a careful
examination of something in order to understand better of Time and Cost for Plumbing Work as
a special work that is located in Jl. HR Rasuna Said Superblock 2 Kawasan Mega Kuningan-
Jakarta Selatan.

1.6 The Structure of Writing

The final report will be arranged in several chapters so that readers can understand more
easily the contents of this report. They are:

CHAPTER I INTRODUCTION

It contains the background of the issues presented and general description of the contents of
final duties.

CHAPTER II BASIC THEORY


This chapter describes summarized basics theory which is related to the problems presented
and equipped with sources that are used as a guideline. And also provide author’s calculation
theoretically.

CHAPTER III DATA

This chapter provides data and calculation about time and cost in plumbing pipe installation
refers to contractor’s calculation.

CHAPTER IV ANALYSIS AND DISCUSSION

Analyze and discuss about Time and Cost calculation of plumbing pipe installation. Compare
between Author’s Calculation and Real Calculation in construction project.

CHAPTER V CONCLUSIONS AND SUGGESTION

It contains the concluding of Final Project from beginning to the end in order to get purposes
of writing. If necessary, giving suggestion for unsolved problem.
