Sunshine Week: How Brown County school leaders' contractscompare

Several Brown County school districts have new superintendents this school year, and a Green BayPress-Gazette analysis of their contracts shows similarities in length but differences in salary, carallowance and other expenses.Green Bay's Greg Maass, Ashwaubenon's David Schmidt, West De Pere's John Zegers and Pulaski'sMel Lightner each are in the first year as superintendent of their districts.The Press-Gazette examined their contracts, as well as those of De Pere's Ben Villarruel and Howard-Suamico's Damian LaCroix, who have been with their districts for a number of years.Following are several key provisions of these contracts.
Greg Maass, Green Bay School District
Length of contract: Two years, beginning Aug. 1, 2008, and ending June 30, 2010. Contract willautomatically be extended for one year unless the School Board adopts a motion terminating itsextension.Annual salary: $184,000 a yearAnnuity: Superintendent is provided with a 403(b) annuity for which the contribution is $14,000 peryearCar allowance: Monthly car allowance of $400, plus a district credit card to pay for routine vehiclemaintenance when used for district business. Mileage is reimbursed for out-of-town meetings ondistrict business.Moving expenses: Up to $5,800 for Maass to move from Fond du Lac to the Green Bay SchoolDistrict. Expense verification required.Expenses for conferences: Full reimbursement for expenses incurred at approved conferences,conventions, workshops, etc.Membership dues: School Board pays dues for membership in state and national organizations, aswell as other civic and professional organizations (subject to board approval).Evaluations: The School Board gives the superintendent a written performance evaluation at leastonce a year. The board meets twice a year to review the superintendent's performance.
David Schmidt, Ashwaubenon School District
Length of contract: Two years, beginning Aug. 1, 2008, and ending June 30, 2010, automaticallyextended one year unless otherwise agreed.Annual salary: $120,000 a yearAnnuity: $30,000 tax sheltered annuity
 
Car allowance: No car allowanceMoving expenses: NoneExpenses for conferences: Full reimbursement for expenses incurred at approved conferences,conventions, workshops, etc.Membership dues: School Board pays dues for membership in state and national organizations, aswell as other civic and professional organizations (subject to board approval).Evaluations: The School Board gives the superintendent a written performance evaluation once ayear.
John Zegers, West De Pere School District
Length of contract: Two years, beginning Aug. 1, 2008, and ending June 30, 2010. Contract willautomatically be extended for one year unless the School Board adopts a motion terminating itsextension.Annual salary: $125,000 a yearRetirement benefits: Upon Zegers' retirement or resignation due to disability, the board shall providea benefit of 30 percent of the administrator's final salary for two consecutive years commencing thefirst year after retirement or resignation. The board also shall pay 100 percent toward theadministrator's required deposit to the Wisconsin Retirement Fund.Car allowance: Authorized use of the administrator's personal car in the administrator's work isreimbursed at the rate of the Internal Revenue Service allowance per mile.Moving expenses: NoneExpenses for conferences: Full reimbursement for expenses incurred at approved conferences,conventions, workshops, etc. National convention attendance will be allowed once every three years.Membership dues: School Board pays dues for membership in state and national organizations, aswell as other civic and professional organizations (subject to board approval).Evaluations: A written evaluation at least once each year.
Mel Lightner, Pulaski Area Community SchoolDistrict
Length of contract: Two years, starting July 1, 2008, and ending June 30, 2010. The contract willbe extended by one year to June 30, 2011. Unless the board gives notice before Aug. 1, 2009, thecontract will be extended an additional year through 2012.Annual salary: $127,500 for the 2008-09 school year.Retirement: Full payment of employee share into Wisconsin Retirement Fund.Car allowance: Superintendent receives a $300 monthly reimbursement for in-district travel inpersonal car. Out-of-district mileage is reimbursed at current Internal Revenue Service rate. A districtvehicle is available for district business.Moving expenses: A one-time reimbursement of up to $4,000 for 2008.Expenses for conferences: Reimbursement of expenses for board-approved attendance atseminars and professional conventionsMembership dues: Full payment for dues for one state and one national professional organization.Evaluations: Not enumerated in contract.
