APRIL 13th, 2010 - REGULAR MEETING

Council President Murphy called the meeting to order at 7:00 pm and read the
Open Public Meetings Statement:

The notice requirements provided for in the “Open Public Meetings Act” have
been satisfied. Notice of this meeting was properly given in a notice which was
transmitted to the Times of Trenton and the Trentonian, filed with the Clerk of the
Township of Ewing and posted in the Ewing Township Municipal Complex, all on
the 8th day of January, 2010.

PRESENTATION

1. Ewing Sunshine Bowl Committee (Prospect Heights Fire Co., Pennington


Road Fire Co., West Trenton Fire Co. and the Ewing Township Police Dept.)
will be presenting a check to the Sunshine Foundation. Accepting for the
Sunshine Foundation will be Cathy DiConstanzo, President of the Mercer
County Chapter and Dave Burns, Chairperson for the annual “Dreamlift”.

ITEMS ON THE AGENDA

Ron Prykanowski (16 Thurston Ave) indicated that he supported the


licensing of cats, rather than TNR.

CONSENT AGENDA:

The Clerk read the Consent Agenda:

1. Authorization for the Chief Financial Officer to pay Township bills in the
amount of $713,118.91.

2. Approval of minutes of the meeting of March 22nd, 2010 (Agenda), March


23rd, 2010 (Regular) and April 6th, 2010 (Special Meeting).

3. A Resolution authorizing a Refund, as recommended by the Tax Collector in


the amount of $59.25 for April 1, 2010 sewer bill to Marshall, John T., 1717
Linvale-Harbourton Road, Lambertville, NJ 08530 for property owner
Marshall, John T., for Block: 322 Lot: 21 also known as 2310 Stuyvesant Ave
for overpayment.

4. A Resolution authorizing a Refund, as recommended by the Tax Collector in


the amount of $61.92 for April 1, 2010 sewer bill to Zeppenfeld III. S. Dan,
P.O. Box 5344, Trenton, NJ 08638 for property owner Zeppenfeld III. S.
Dan, for Block: 232 Lot: 13 also known as 1959 Pennington Road for
overpayment.

5. A Resolution authorizing St. John’s Baptist Church to hold a block


party/road closing on July 24th, 2010 for a car show.

6. A Resolution authorizing St. John’s Baptist Church-Unity Day Committee to


hold a parade and block party/road closing on June 12th, 2010.
7. A Resolution authorizing Palmer Lane/Lower Ferry Road Civic Association
to hold a parade/block party/road closing on May 31st, 2010.

I. BUDGET AMENDMENT

1. The public hearing on the budget amendment was opened. Mark Fetter
(Concord Ave) and Kate Tuttle (8 Locke Ct) commented).

The public hearing was then continued.

ORDINANCE(S) FOR SECOND READING, PUBLIC HEARING AND FINAL


ADOPTION

1. The Clerk read AN ORDINANCE GRANTING RENEWAL OF


MUNICIPAL CONSENT TO COMCAST TO CONSTRUCT, CONNECT,
OPERATE AND MAINTAIN A CABLE TELEVISION AND
COMMUNICATIONS SYSTEM IN THE TOWNSHIP OF EWING. (2010)

The public hearing on the Ordinance was opened./ Don Apai (2181
Pennington Road) commented on Comcast’s pricing policy. Mr. Steinmann
moved to table consideration of the ordinance pending further review. After
a second by Mr. Summiel, the Ordinance was tabled.

OLD BUSINESS

1. Permit parking for Residents – 4/12/10 – Council discussed whether there


was a percentage number of signatures required for a certain section of the
street under consideration. The Police Department had been operating with
an 85% standard. Attorney Hartsough said he would review the matter.

NEW BUSINESS

1. The Clerk read A RESOLUTION IN SUPPORT OF THE


REINSTATEMENT OF THE SURCHARGE ON THE TAX ON INCOMES
IN EXCESS OF $400,000 PER YEAR.

2. The Clerk read A RESOLUTION IN SUPPORT OF S-1868 (TURNER)


WHICH PROVIDES THAT THE STATE OF NEW JERSEY PAY LOCAL
PROPERTY TAXES ON STATE OWNED PROPERTY WITHIN
MUNCIPAL JURISDICTIONS.

Mr. Steinmann moved the Resolution, seconded by Ms. Cox.

3. The Clerk read A RESOLUTION OPPOSING THE PROPOSED FARE
INCREASES AND SERVICE CUTBACKS BY NJ TRANSIT AND SUPPORTING
EFFORTS BY THE NEW JERSEY LEGISLATURE TO PREVENT THEM.

5. The Clerk read A RESOLUTION AUTHORIZING THE ISSUANCE OF NOT TO


EXCEED $8,075,000 TAX ANTICIPATION NOTES OF 2010 OF THE
TOWNSHIP OF EWING, IN THE COUNTY OF MERCER, NEW JERSEY.

6. The Clerk read A RESOLUTION SUPPORTING TRAP-NEUTER-RELEASE


(TNR) OF FERAL DOMESTIC CATS.

Mr. Steinmann discussed the Resolution and felt that it provided an opportunity to
manage an ongoing problem. He also noted that it was imperative to keep
discussion open between the township and the volunteers to adequately mange the
problem and avoid unnecessary problems.

COUNCIL REPORTS

Mr. Cox reported that there was no Senior Citizens Advisory Council and that he
had attended a concert honoring long time musician Bill Holcombe.

Mr. Steinmann reported that The College of New Jersey had made a presentation to
the Planning Board concern the proposed College-Community Center. And had
agreed to a review by the Board.
Ms. Wollert reported on the School Board review of the proposed budget, noting
that 60 positions were being cut due to the reduction of State aid.

Council President Murphy noted that the district had been hurt by the loss of Sate
aid.

ITEMS NOT ON THE AGENDA

Mark Fetter (Concord Ave) noted the conflict of cuts in the school budget and
public needs.. Mildred Russell () complemented police Lieutenant DeAngelo.
Charles Green (979 Bear Tavern Rd) commented about the Township website.

There being no further business, President Murphy called for a motion to adjourn.
Mr. Cox so moved, seconded by Mr. Steinmann. The meeting was adjourned at
9:41 pm.
