 Balance of Powe
has been loud, determined andinsistent. At trade shows, in customer feedback cards, and in letters, thousands of people havemade it clear that they want a new edition. After two years of such pressure, I have finallycaved in. Here it is.This new edition of 
 Balance of Power 
has a variety of new features. First and foremost ismultipolarity. This brings along with it several secondary features, such as the minor countrycrisis and wars between minor countries. The new advisory function makes it easier to figureyour way through crises. I have added more countries and a provision for trade policy. Thedatabase has been updated to early 1988. There is additional reference material in the background section. I have rewritten large portions of the code to make it run faster and moreaccurately, and in the process I uncovered and gleefully squashed two tiny bugs in the originalversion that nobody had reported.Finally an editorial comment. I am especially gratified by the effect of 
 Balance of Power 
on thegames industry. The common wisdom has always been that games are bought only byadolescents who are interested in fast action, intense graphics, and loud sounds. But thesuccess of 
 Balance of Power
