I. SITUATION OVERVIEW:

A. Weather Update

B. Regional Situation

Region I

.:. Province wide power failure being experienced in lIocos Sur and La Union since 12 NN, and 2 PM 18 October, respectively

.:. Power failure interruption is also being experienced in several areas in lIocos Norte and Pangasinan

Region II Isabela

.:. Roxas: power outage, electrical posts toppled down, uprooted trees, roof blown

down

.:. 25 Gawad Kalinga houses in Tumauinl - roof blown down

.:. Power outage in Isabela. Power supply of ISELCO II was cut off for safety reason

Cagayan

.:. Power outage in Cagayan. Power supply of CAGELCO I and II were cut off for safety reason

.:. In Solana, Cagayan, two (2) DPWH crew while conducting clearing operations, were injured as they were hit by the collapsed roof of the L TO office building

.:. The above mentioned four (4) victims were brought to the Cagayan Valley Medical Center

.:. Sta. Ana: child hurt by a fallen live wire suffered minor wounds

CAR

T Power interruptions have been experienced in the provinces of Abra, Apayao, Benguet, Baguio City, Mt. Province and Kalinga. There were also incidents of falling trees in Saguio City and Kalinga; and electrical posts in Ifugao

Region III

.:. All national roads and bridges are passable to types of vehicles .:. The river systems are still normal

C. Emergency Incident(s)

On or about 18 October, 1 :30 PM, DRRO squad of 1st IB and 591 B. rescued four (4) crewmen of a fishing vessel. The said vessel was trying to dock along shoreline of Brgy. Salipsip, Polillo Island Quezon when strong waves struck the boat causing a big hole. As this report, all are safe while the fishing boat was secured and brought to shore with the help of the residents in the area.

D. Summary of Affected Population

.:. A total of 1,689 families I 7,951 persons in 57 barangays in 27 municipalities and 1 city in the 8 provinces of Regions I, II, III and CAR were affected by Typhoon "Juan" (Tab A)

I. Power Interruption (Source: NEA)

As of 08:00 PM, 1,8 October 2,010, a total of 210 municipal'ities and cities have been experiencing power outages in Regi,onsl, II and CAR as listed in the attached report of the National Electrification Administration (NEA). Around 210 cities and municipalities in those regions have been experiencing power outages since yesterday. Enclosed are details in Tab D.

J. Communications

.:. On 18 October SMART reported transmission cut affecting services in the provinces of Isabela and Cagayan.At 5:30 PM,. same day, SMART reported a 95% service restoration in lsabela and Cagayan

.:. At 3:00 PM, 1 B October, GLOBE reported that 115 base stations (2G), 33 nodes (3G) and 2 WIMAX sites (Regions 1, 2, parts of 3 and CAR) were damaged/affected

.:. SUN Cellular also reported that 52. sites were down in Region 2 due to power outage and strong winds. The local telephone network. is also down. Restoration works is on-going

II. ACTIONS TAKEN

A. National

.:. In view of the effects of Typhoon "Juan, the NDRR.MC recommended the suspension of work in government offices in Regions I, II and CAR.

Malacanang Memorandum Circular No.4 was issued on the suspension of work in government offices in said regions today, 19 October except those agencies whose functions involve the delivery of basic health services, preparednesslresponse to disasters and calamities and/or the performance of other vital public services .

• :. The National Telecommunications Commission (NTC) mandated the Public Telecommunication Entities (PTEs) to do the following:

• Technical personnel to be available 24/7 in areas affected or forecast to be affected to repair damaged equipment and facilities;

• Provide sufficient number of standby generators with sufficient fuel; -Oeploy mobile transportable cell sites in key areas affected or forecast to be affected

• Ensure that cellsites equipment are installed in pedestals high enough to avoid submersion in flood waters

• Submit to the Office of the Commissioner at least every hour from entry/landfall of the typhoon in affected areas.

•. In case of communication black-out in affected areas, there is OPLAN Bayanihan where the NTC will touch base with the NORRMC base station and the amateur and civic radio groups (A&CRG) in Regions 1, 2and CAR .

• :.: SMART reported that in compliance to NTCs directive, they have cancelled all request for leave of its personnel, sent sufficient number of gensets and sufficient fuel to last for 5 days

.:. SUN, GLOBE and SMART also reported information on the status oftheir services and equipment and

B. Regional

R.egion I

.:. MDRRMC Bollnao, Pangasinan alerted the coastal 'barangays for preemptive evacuation

.:. All district hospitals in Pangasinan were placed on alert status. Provi.ncial Health Office has prepared fifty (50) bottles of hydrochloride solutlon ready to be distributed in flood affected areas

.:. PDRRMC llocos Norte prepositioned stocks of medicines, food stuffs and equipment in strategic areas of the ~rovince

.:. One (1) team from 5801 PAF was deployed in Pasuquin, lIocos Norte; one (1) team from 503rd PA in Laoag City, Ilocos Norte; and two (2) teams from Philippine Fleet DRTU in Candon City, Ilocos Sur

.:. PCG deployed teams from its Deployable Response Groups (DHGs) in San Fernando City and Sangar, La Union; and in San Roque, Sual; and in Ungayen of Pangasinan

.:. One (1) team from 580th PAF were deployed in Pasuquin, lIocos Norte; one (1) team from 503rd PA for Laoag City, lIocos Norte and two (2) teams from Philippine Fleet DRTU for Candon City, Ilocos Sur

.:. Two (2) ORTs from PCG-NHQ were deployed on 16 October at PCGDNL, to augment three (3) teams of PCGONL One (1) PCG ORT proceeded to Pagudpud, lIocos Norte while two (2) others were deployed in Aparri, Cagayan

.:. peG placed on standby four (4) Coast Guard ships, (2 SAR vessels and 2 auxil.liary/MARPOL vessels) and two (2) Coast Guard aircrafts, seven (7) SOG teams with diving equipment and rubber boats .

• :. DOH-CH01 prepositioned antibiotics, antipyretics, oresol, hyposol, etc. amounting to PhP100,OOO in each provincial office

Region II

.:. Two teams of PCG personnel consisting of 7 men per team were deployed from Manila to Sta. Ana and Aparri, Cagayan to assist in evacuation and rescue operations

.:. DPWH R02 deployed equipment and personnel to the critical road sections in the region

.:. PDRRMC Cagayan has established Advance Command Post and this is being manned by RESCUE 29, PNP, Provincial General Services Office (PGSO), Provincial Engineers' Office (PEO) and PSWDO; BFP Cagayan conducted pre emptive evacuation of 144 families I 657 persons in two barangays namely Minanga and Caruan in Gonzaga; prepositioned 5,000 family food packs and 1,000 packs of used clothing; conducted pre emptive evacuation and mass feeding

.:. Concerned P/M/DRRMC in Isabela and Barangay Operations Center convened and prepositioned resources (equipment and rescue units) on a 2417 basis; PSWDO prepared 2,504 family food pack; Ten (10) dump trucks were placed on standby for possible evacuation

.:. PDRRMC Quirino convened with Gov. Junie Cua presiding to discuss preparedness measures; coordinated with Quirino DPWH District and Provincial Engineering District to inspect infrastructure under their jurisidiction

.:. RESCUE 933 and other auxiliary rescue groups were placed on standby at Nueva Vizcaya PDRRMC Opeen; and deployed heavy equipment in strategic places prone to flooding and landslides

Region III

.:. BFP-Region III evacuated 10 families 136 people in Tarlac; assets on standby consisted of 516 personnel, 188 firetrucks, 1 rescue truck, 4 rubberboats and 5 ambulances

CAR

.:. OCD-CAR emergency telecommunications equipment prepositioned

.:. A total of 981 schools, barangay halls, churches and gym were designated as

evacuation centers

.:. DTI is monitoring food supply and price of commodities

.:. PIA has been assisting the RDRRMC in disseminating advisories to local media

.:. DOTe is monitoring the flow of traffic and has been providing advisories to land transport

.:. AFP units; and PNP municipal stations and emergency responders have been on

heightened alert and were placed on standby for any mobilization I to assist LGUs .:. DPWH-CAR prepositioned 38 units of heavy equipment in landslide prone areas .:. Baguio City emergency responders cleared obstruction on road network

.:. Baguio City Emergency Medi.cal Services (BeEMS), Baguio City Fire Station, Baguio City Police, Baguio Benguet Public Information and Civic Action Group (BBPICAG) and Brgy Emergency Responders assisted in rescue and retrieval of the victim who was pinned down by a falling tree at Busol watershed and Brgy Ambiong, Baguio City

III. Declaration of State of Calamity .

The Province of Isabela was declared under a state of calamity.
