1 Introduction
1.1 General Application procedure
The Netherlands Fellowship Programmes (NFP) are demand- Whilst the individual candidates are selected for a fellowship, the

Target group
The NFP target group consists of mid-career professionals who are
already in employment and who are nationals of and working in one
of the 61 selected NFP countries. The list of 61 NFP countries can
be found in annex 4. While fellowships are awarded to individuals,
the need for training must occur within the context of the
organization for which an applicant works. The training must help
the organization to develop its capacity. This means that applicants
must be nominated by their employers. In fact, an application
without the support of an employer will not be considered.

Dutch institutions
The Dutch institutions are higher education institutions or other
organizations in the Netherlands specialized in transferring
knowledge and skills at a post-secondary level. The master’s
degree programmes and short courses for which NFP fellowships
can be used (listed in this brochure) and the PhD study programmes
are all offered by officially recognized Dutch institutions that have
been assessed for their capacity to receive and teach students or
professionals from a variety of backgrounds. All the programmes
and courses have been checked in terms of their usefulness for
candidates from developing countries. Most programmes and
courses are taught in English. The Dutch institutions assess
whether applicants are academically qualified to take part in the
particular programme, course or training. With respect to master’s
degree programmes and short courses, the Dutch institutions make
the final selection of candidates for the fellowships they may award.
They inform the candidates and the embassies of their decisions.
Dutch institutions are always the contract partner for refresher
courses. The Dutch institutions administer the NFP-fellowships for
all four sub programmes. They make logistical arrangements and
provide guidance for fellowship holders. For all matters concerning
the fellowship, the fellowship holders must contact the Dutch
institutions.

– whether the candidate fulfils any other specific requirements set
by the embassy, consulate or country in question.

applications that meet all the criteria to Nuffic.
6) Nuffic decides how many fellowships will be available for each
course. The allocation of fellowships over the various courses is
based on the number of eligible fellowship applicants for each
course.
7) The Dutch institutions select the candidates who will receive
fellowships. The Dutch institution informs all candidates directly of
their decisions, and applies to Nuffic for a grant.
8) Nuffic awards the grant for the Dutch institution to cover the
fellowship holders’ costs, including the tuition fees.
9) The Dutch institutions pay each fellowship holder a monthly
allowance for the duration of short course; they also administer the
fellowships, make logistical arrangements, and give guidance to
the fellowship holders.

6) Nuffic decides how many fellowships will be available for each
programme. The allocation of fellowships between the various
programmes is based on the number of eligible applicants for each
programme.
7) The Dutch institution then selects the candidates who will receive
fellowships. The Dutch institution informs all candidates of its
decisions, and applies to Nuffic for a grant.
8) Nuffic awards the grant for the Dutch institution to cover the
fellowship holders’ expenses, including the tuition fees.
9) The Dutch institutions pay each fellowship holder a monthly
allowance for the duration of the master’s degree programme; they
also administer the fellowships, make logistical arrangements, and
give guidance to the fellowship holders.

The Netherlands Fellowship Programmes 2010 ANNEX 4 105
To be eligible for an NFP fellowship, applicants must be a national of one of the following countries:
* The Embassy of the Kingdom of the Netherlands in Abidjan is closed . Originally the Netherlands Embassy in Accra would handle the NFP
fellowship applications originating from Ivory Coast. Unfortunately this embassy is not in the position to verify documents from applicants
from Ivory Coast. For the time being it is therefore not possible for people from Ivory Coast to apply for the NFP.
** Unfortunately the Embassy of the Kingdom of the Netherlands in Pakistan cannot provide all services to the public at this moment. For the
Netherlands Fellowships Programme this means that only NFP applications for short courses can be accepted. The Embassy of the
Kingdom of the Netherlands can be reached by telephone only.
*** The fellowship desk of the Embassy of the Kingdom of the Netherlands in Kampala, Uganda will be closed from 10 March to 30 August
2010. In this period the fellowship desk will only deal with selected applicants who were awarded a fellowship.
