TheTownofMontereyhadthefirsttrailheadcompletedontheRails-With-Trailsproj-ect.Theymayhavesomeof thefirsttrailsectionbuiltwiththeapprovallastweekfromthetown,PutnamCounty,CityofAlgood,Cityof Cookeville,theNashvilleandEasternRailCorporationandtheNashvilleandEasternRailAuthority.An$88,000TennesseeDe- partmentofofEnvironmentandConservation(TDEC)grantwasonthelinereadytoexpire.However,PutnamCountyExecutiveKimBlay-lockgotanextensiononthegrantandgotitapprovedbyallthegovernmententities.Thegrantwillbeforpave-mentstartingatabeginning pointinMontereyandgoasfarwestas$88,000willgo.TheleaseagreementalmosthitanothersnaglastweekattheNashvilleandEasternRailAuthoritymeeting.Theexecutivecommitteewantedtoputtheagree-mentoffforstudyuntiltheirnextmeetinginJanu-ary.Bynotgettingapproval beforetheendofOctobewouldhaveeffectivelykilledthegrantfortheMonterey portion.However,CountyExecutiveKimBlaylockwasatthemeetingtoexplaintheurgency.Oneofthehang-upsonthegrantwasgettingaleaseagreementwiththerail-roadcorporation.Itwasworkedoutwiththerail-roadtoleasethetrailinsegments.Montereysleasesegmentwillcost$107,263for40yearswitha3.25-percentinterestrate.Paymentswillbequar-terlyinFebruary,May,Au-gustandNovembereachyear for$1,200.38,beginningnextFebruary.
