700MHzBand(698-806MHz)wasmadeavailableforwirelessservicesaspart
of
thedigitaltelevisiontransition.'PursuanttoCongress'sdirectionintheBalancedBudgetAct
of
1997,codifiedatsection337(a)
of
theAct,theCommissionallocated,intheUpper700
MHzBand
(746-806MHz),24
megahertz
of
spectrumforpublicsafetyservicesand36megahertzforcommercial
services:

HomelandSecurityBureau
("PSHSB"
or"Bureau")
issued
apublicnotice
("Waiver
PN")
thatsought
comment
on
the
petitionsreceived.

Bureausought
comment
generally,aswellasonseveral
specific
topics,
including,
among
other
things,timing
for
action
on
thepetitions,theappropriate
mechanism
for
authorizing
earlydeployment,andstandards
for
ensuring
such
deployments
are
interoperable.

of
entities,including
the
PSST,severalpublic
safety
associations,
commercial
providers,andtheindividualPetitioners.Commenters
were
generally
supportive
of
the
waiver
requests,solongasanygrantwasappropriatelyconditionedtoensure
