Dear Fellow Missourians:Within these pages lie the foundations of our representative democracy.The principles that underlie the constitutions of the United States and of Missouri notonly provide the framework of our government, they inspire people around the worldto seek their own freedom.While the history of the United States Constitution is well known, you may be sur-prised to learn that Missouri has operated under four different constitutions.Missouri’s first attempt at gaining statehood in 1819 set off a fiery debate regardingslavery, resulting in the famous “Missouri Compromise.After modification, theconstitution was submitted again to Congress in 1820, which gave its approval.Upon the official proclamation of President James Monroe, Missouri formally joinedthe Union on August 10, 1821. A second Missouri constitution was adopted in 1865,born in the bitterness and strife of civil war. A third constitution followed in 1875,giving Missouri, a minimalist government, which they repeatedly amended over thenext seventy years. Missourians approved their present constitution in 1945.As Secretary of State, it is my privilege to provide copies of these important livingtexts.
