Terms of Reference
 Purpose of assignmentTo support the work of the Human Rights Cluster, located within the Gender, Rights andCivic Engagement (GRACE) Section of the Division of Policy and Practice (DPP) particularly in the areas of Legislative Reform Initiative (LRI), its supportive component, theLegislative Reform Implementation Agenda (LERIA) and contributions to the Rule of Law,Co-ordination and Resource Group (RoLCRG). The consultant will also provide support tothe overall coordination, design and roll-out of capacity building initiatives under theEuropean Union-funded Child Rights Toolkit project aimed at strengthening the integrationand mainstreaming of child rights in development cooperation.Description of responsibilities1. Collate relevant information and data for purposes of operationalising round tablediscussions on child-specific issues including their co-ordination with UNICEF Programmesections by February 15th 2011.2. Participate and systematically document and report on meetings, particularly those of theRoLCRG and ensure that UNICEF inputs to the UN Rule of Law initiative are submitted intimely manner, in coordination with the Child Protection and other sections.3. Design Terms of Reference for potential consultants to be deployed by UNICEF in variousassignments associated with the LRI and LERIA and provide feedback on assignments andreview processes with such consultants.4. Support the roll-out of the Child Rights Toolkit learning and training strategy, including:- In coordination with technical experts, identify key parts of the Child Rights Toolkitmodules for translation into learning and training materials;- Collate inputs from technical experts and liaise with e-learning vendor, as needed;- Support the organization, as needed, of training workshops.5. Provide overall support and backup, as needed, to the coordination and management of theChild Rights Toolkit project, including the production and finalization of all materials.Expected results1. Completed concept notes on planned LRI and LERIA studies and guidance materials.2. Recruitment of consultants to undertake LRI and LERIA studies and guidance materials.3. Completed guidance materials in the design of various LRI studies.4. Completed studies on institutional, budgetary and policy arrangements for acceleratedimplementation of the CRC.5. Methodical participation and documentation of UNICEF participation in RoLCRGmeetings.6. Five roundtables held for and with UNICEF sections on relevant issues affecting children.7. Child Rights Toolkit learning and training materials completed and delivered againstagreed-on objectives, timeframe, and budget.8. Child Rights Toolkit and all relevant materials produced and translated as per agreed-on
