A framework of teacher competences for engaging with diversity

1.2 Teacher education: a priority for Council of Europeintergovernmental co-operation in the eldof education
In order to take action on the political priorities set by the min-isters, in 2006, the Council of Europe’s Steering Committee forEducation (CDED) stepped up its activity on teacher educationthroughthegradualintroductionoftrainingmodulesforteachereducation in several elds of activity. While the emphasis wasplacedmainlyontheproductionofteachingmaterials,thedevel-opment of new skills remains a constant concern, especially theway teachers acquire new skills in a context of constant changein the teaching profession and new challenges the profession isfacing in today’s societies.The Council of Europe has therefore initiated the creation of acommon reference framework across the European countries,encompassing “core” competences for teacher education. Thesecompetencesmayserveasabasisinpreparingteachersforwork-inginacontextofsocioculturaldiversity(see

1.3 The project and its objectives (2006-09)
Teacher education institutions have a crucial role in the processofdevelopingcompetencesfordiversityineducation.ThePoliciesand Practices for Teaching Sociocultural Diversity project isintended as a response to certain key questions connected withinitial teacher education and the introduction of common prin-ciples in relation to the management of school diversity. It istherefore addressed both to education policy makers, and toteacher educators.The Steering Committee for Education wished to develop thisproject through three separate phases:• Phase 1, 2006-07: analysis of the teacher education pro-grammes available in a number of states to provide teacherswiththeskillstheyneedtomanageculturallydiverseclasses;
