HISTORY OF TQM IN JAPAN:
Japan has come a long way in quality matters; from
poor quality manufacturers in late 1940’s to the world’s
best quality producers today.
Japan achieved quality success through Systematic
planning, Orientation and Commitment in all levels of
work.
Quality control in Japan started in 1949,For its
promotion a special group organized known as ‘Union of
Japanese Scientists and Engineers’ (JUSE). It promote
quality control in Japanese firm.

JUSE consisting of Top managers, quality managers,
professors and specialists.
In 1950 JUSE published a magazine “ Statistical Quality
control”.(1946-1950 declared SQC period in Japan)
Same time Dr. Edward Deming was invited from USA
to train management personnel in Japan.
For the development of Quality; industries were widely
used statistical method and technique, Industrial
educational system were established and motivation
for introducing quality control.

Huge change happened in 1954, after the lecture of
‘Dr. J. M Juran’ on, “Planning and Practice in Quality
Control”. This seminar was conducted by JUSE.
The period between 1955 and 1960 known as “ years of
TQC”.
Quality control in Japan progressed from inspection
oriented quality assurance, to production process
control oriented quality assurance, to new product
development oriented quality assurance.
JAPANESE TQM MODEL:
What is TQM Concept in Japan?
Total Quality Control (TQC), is a management tool for
improving total performance.
‘Kaizen’ activities involving everyone in a company –
managers and workers – in a totally systemic and
integrated effort toward improving performance at every
level.
It lead to increased customer satisfaction through
satisfying such corporate cross-functional goals
as quality, cost, scheduling, manpower
development, and new product development.
QC CIRCLE MOVEMENT:
In April 1962,Japanese magazine “ Gemba - to – QC”
paved the way to QC circle activities.
JUSE inspired from this, then they organized first ‘qc
conference for foreman’ in November 1962.
The main goals were;
(1) It must be directed towards the first line supervisors
and foreman.
(2) It educate, Train and advocate the use of QC
techniques
(3) Aim to create a group in organization called “ QC -

circle at workshop level”.
QC circle consist of small group of people who were
specially trained to meet for approximately one hour for
a week with the objective of identifying and solving
problems within their work area.
QC circle also focused on efficiency, cost effectiveness,
jigs and tools, design of product and process, facilities
planning, production control and productivity.
The success behind QC circle in Japan was only due to
the leadership of JUSE.
COMPANY WIDE QUALITY IN JAPAN:
Japan is country consists of small islands, Densely
populated regions with limited natural resources.
Most of the raw materials were imported.
Export is the main reason behind the growth and survival
of the industries.
This led them to an emphasis on quality to compete in the
world market.
For that Japan uses 6 point programme which include
- Quality audit, nation wide promotion for good quality,
Quality training, use of statistical method, nation wide -

control activities and quality circle.
Japan’s success is characterized by small-lot
production, JIT inventory and production control, just in
time purchasing, preventive maintenance programs,
automated equipments together with worker
involvement and responsibility, etc.
