Grow the Federation!By Fred Ott
As this may be the last newsletter you receivebefore the CFMS Directors Meeting in Visalia, letme again emphasize the importance of havingeach society’s CFMS Director (or his/herdesignated Alternate) in attendance onSaturday, November 13
. Important issues willbe discussed and votes will be taken. The needfor quorum not withstanding, it’s vital that yoursociety is represented and participates in theprocess.Having been associated with the Federation nowfor several years, I must admit that I amcontinually surprised at the number of CFMSsocieties that do not have a representative atthese twice-annual meetings. The Cracker Barrelon Friday evening, the Directors Meeting onSaturday morning, the afternoon committeemeetings and symposiums, the evening’sinstallation dinner and the orientation meetingon Sunday morning are all opportunities toexpand the relationship between the Federationand its member societies. Any society that doesnot have a representative at these events is nottaking full advantage of their membership in theCFMS.An agenda item that is very near and dear to myheart will be the

forum tobe held on Saturday afternoon. The exact timeand location will be announced at the Directorsmeeting and will be partially dependent uponthe need for a ‘lunch break’ during the Directorsmeeting. So, if you’d like to hear fromrepresentatives of several highly-successfulsocieties on how issues, problems andchallenges are addressed and resolved, be sureto join us at the forum.Also, if you’d like to submit an item forconsideration by the Executive Committee andtheir Friday meeting and/or a New Business itemat the Directors meeting, please contact me assoon as possible.Remember: rockhounding is MORE than a hobby;it’s a PASSION!

This proposed bylaw amendment will  provide immediate liability insurancecoverage for new member societies. Theexisting bylaw provision does not providethe new societies any CFMS benefits until approved at a subsequent Director'smeeting.
Section 2:General Membership(a)Membership in the Federation shallbe open to all duly organized nonprofitmineralogical, lapidary or other earthscience societies or clubs.(b)Any Society desiring to join theFederation shall apply in writing to theSecretary of the Federation, giving itsname, a copy of its bylaws, the names andaddresses of its officers, the number of members, and the month in which officersare elected. A check for the initial duesand insurance premium, based onmembership at the time of application,shall accompany the letter. The ExecutiveCommittee of the Federation shall voteupon the application, and a majorityaffirmative vote shall be sufficient to admitthe applicant to membership. TheFederation Secretary shall inform theSociety of the result of the vote if theapplication is approved. If the applicationis denied, the check for the initial dues andinsurance premium shall be returned atonce to the applicant. The newly-approvedSociety shall be formally introduced at thenext CFMS Directors meeting at which timea Certificate of Membership shall bepresented to their Society Director.
This Operating Regulation addition is proposed by Fred Ott, CFMS President. Thenew Operating Regulation outlines the procedure for new societies joining the CFMS in regards to the proration of dues and insurance, and insurance application fee.Ruth and I have reviewed the new languageand concur for approval.
Of course, this Operating Regulation iscontingent on the approval of the proposed Bylaws change to rectify the existing systemof accepting applications for membership inthe CFMS.
