REPUBLICAN LIBERTY CAUCUS OFCENTRAL EAST FLORIDA RESOLUTION 20101108-1 URGING REJECTION OF SHANDS APPROPRIATION LEGISLATION AND ABSTENSION OF SENATE PRESIDENT HARIDOPOLOS FROM VOTING ON SAID APPROPRIATION WHEREAS, the Republican Liberty Caucus of Central East Florida is comprised of individuals who are registered Republicans in the Republican Party of Florida; WHEREAS, the Republican Party of Florida represents that members of the party stand for less government, lower taxes and more freedom; WHEREAS, the incoming President of the Florida Senate, Mike Haridopolos (hercinafter referred to as “Senate President Haridopolos”), and the incoming Speaker of the Florida House of Representatives, Dean Cannon (hereinafter referred to as “House Speaker Cannon"), have sought and been elected to their offices as registered Republicans and members of the Republican Party of Florida; WHEREAS Senate President Haridopolos and House Speaker Cannon have called for a “mini-Special Session” of the Florida Legislature during the Legislature's organizational session scheduled for November 16, 2010; WHEREAS Medicaid, a state and federal partnership providing medical and other benefits (welfare) for low-income individuals, presently consumes over twenty-five percent (25%) of Florida's Budget and will soon consume almost one-third of same; WHEREAS during said Special Session, Senate President Haridopolos and House Speaker Cannon expect to override legislation previously vetoed by Govemor Charlie Crist during the 2010 General Session, to wit: Appropriation Legislation to restore funds to Shands Teaching Hospital via the use of Florida tax dollars and federal matching dollars in accordance with the terms and conditions of Florida's Medicaid contract with the United States Government; WHEREAS said appropriation legislation would require Nine Million Seven Hundred RLCCEF RESOLUTION 20101108-1 Page 2 of 3 ‘Thousand Dollars ($9,700,000) from Florida's General Revenue Fund (“new taxes”) and would trigger a federal match of Twelve Million Dollars ($12,000,000) of which the latter is either borrowed or printed money (“delayed new taxes’ WHEREAS said combination of statc and federal monies expands Medicaid (“more government”) contrary to Republican principles; WHEREAS Senate President Haridopolos is a guest lecturer at the University of Florida and, as a result of said arrangement, collects a salary from the University of Florida; WHEREAS Shands Hospital is a medical institution associated with the University of Florida; and WHEREAS Senate President Haridopolos appears to have a conflict of interest in that he is sponsoring and/or supporting legislation via which he would experience a direct or indirect benefit. Now therefore BE IT RESOLVED THAT: 1) The Republican Liberty Caucus of Central East Florida urges Scnate President Haridopolos and House Speaker Cannon not to bring the Shands appropriation legislation to the floors of their respective chambers because said appropriation violates the Republican Principle of “lower taxes” and further expands Medicaid in Florida in violation of the Republican Principle of “less government 2) Inthe event the Shands appropriation legislation is brought to the floors of the Florida Senate and the Florida House of Representatives, the Republican Liblny Caucus of Central East Florida urges members of the Florida Senate and the Florida House of Representatives to vote against the Shands appropriation legislation because said appropriation violates the Republican Principle of “lower taxes” and further expands RLCCEF RESOLUTION 20101108-1 Page 3 of 3 Medicaid in Florida in violation of the Republican Principle of “less govemment;” by In the event the Shands appropriation legislation is brought to the floors of the Horida Sonate and the Florida House of Representatives, the Republican Liberty Caucus of Central East Florida specifically implores members of the Brevard County Logislative Delegation to vote against the Shands appropriation legislation because said appropriation violates the Republican Principle of “lower taxes" and further expands Medicaid in Florida in violation of the Republican Principle of “less government;” ‘Now therefore BE IT FURTHER RESOLVED THAT, in the event a vote should take place on the Shands appropriation legislation, the Republican Liberty Caucus of Central East Florida implores Scnate President Haridopolos to abstain from casting a vote duc to a conflict of interest, to wit: Senate President Haridopolos appears to be and/or might in actual fact be a direct or indirect beneficiary of said appropriation, VOTED AND APPROVED by the membership of the Republican Liberty Caucus of Central East Florida on this 8" Day of November, 2010 in Indian Harbour Beach, BREVARD Ka “EK Chairman COUNTY, Florida.
