‘Affiant’s belief is based upon the following facts and information which Affiant received from:
[X Affiant’s personal investigation of this alleged offense.
oO a fellow peace officer of the City of Dallas, Dallas County, Texas, who personally participated in the investigation
of this alleged offense, providing this information to Affiant, and whose information Affiant believes to be credible.
‘On August 15, 2019, Suspects Dangelo Decarlo Johns, B/M End William Earl Walker, 6/M J
committed the offense of Capital Murder, Texas Penal Code, 19.03, when they shot and robbed Complainant
Dominic Cortez, \/M/EEE and Complainant Mark Anthony Noriega, /M/ME with handguns,
causing their death. This offense occurred at 4018 Urban Avenue, Dallas, Dallas County, Texas.
On August 15, 2019, at approximately 2:48 p.m., Dallas police responded to a shooting call at 4018 Urban
Avenue, in Dallas, Dallas County, Texas, where Complainant Cortez and Complainant Noriega were found with
multiple gunshot wounds. Complainant Cortez died at the scene. Complainant Noriega was transported by
Dallas Fire Rescue to Baylor Hospital, where he died from his injuries.
Witness Alysia Rios, who was inside the game room at the time of the shooting, observed through the live
surveillance video that a gray or white four door vehicle was at the rear of the building. Witness Rios then heard
a knock at the rear door, while she was in the smaller room. Witness Rios observed the two black males, (later
identified as Suspect Dangelo Decarlo Johns and William Walker, B/M/EEEE force their way inside as
soon as Complainant Cortez opened the door. Witness Rios described Suspect 1 as a black male, skinny, 5'10”,
early twenties, wearing a muscle shirt, and blue jeans. Suspect 2 as a black male, mid 20's, wearing all black.
Witness Rios stated the skinny male (Suspect Johns) was aggressive and pulled out a firearm on Complainant
Cortez. A struggle ensued between them. Witness Rios witnessed Suspect Walker shoot Complainant Cortez
multiple times. Witness Rios observed Complainant Noriega pull out a weapon and shot at one of the suspects
Witness Rios believed Complainant Noriega may have wounded a suspect. Witness Rios reported Complainant
Noriega began to shoot from the game room and Suspect Johns managed to tackle Complainant Noriega to the
floor. Witness Rios saw Suspect Walker walk to Complainant Noriega and shoot him multiple times. The suspects
fled the scene running from the building and got into a gray Nissan. Witness Rios believes the suspects took
Complainant Noriega and Cortez’s guns. Witness Rios did not know the names of either suspect, they were
identified later in the investigation.
During the investigation, surveillance videos were recovered from the game rooms Digital Video Recorder (DVR)
The surveillance videos were very clear and had multiple camera views. The videos showed Suspect Johns and
another unidentified male enter the offense location at 1:32 PM to play on the gambling machines. A log book
found at the crime scene showed the names “DeAngelo” and "Xavier, entered on August 15, 2019 and played
‘on games #23 and #13 from 1:51 through 2:00. Suspect Johns and the unidentified male are on video leaving 2
short time later and they both got into a gray Nissan.
At approximately 2:33 PM, surveillance video showed Suspect Johns returned to the game room in the same gray
Nissan and approached the back door with a different black male, who was later identified as Suspect Walker.
Complainant Cortez allowed Suspects Johns and Walker inside, and almost immediately after entering, Suspect
Johns pulled out a handgun.[STATE OF TEXAS AFFIDAVIT FOR ARREST WARRANT | COUNTY OFDALLAS |
Suspects Johns and Walker started struggling with Complainant Cortez and shot him multiple times. Complainant
Noriega is observed grabbing a handgun from behind the counter and returning fire. The video showed Suspect
Johns overpower Complainant Noriega and take away his gun. Suspect Johns tackled Complainant Noriega to the
ground and Suspect Walker is observed walking over to Complainant Noriega and shooting him multiple times.
After Complainant Noriega was shot, Suspect Johns is observed on camera going behind the counter and grabbing
a bag. Suspects Johns then went to Complainant Cortez’s body and riffled through his pockets. Suspects Johns and
walker are then observed running outside the game room and they both got into a waiting gray Nissan and fled
the scene.
‘On August 16, 2019, still shot photos of Suspect Johns and Suspect Walker were released to the media. Numerous
tips identified suspect 1 as “Dangelo”, “D'Angelo” “D”, “Diego” “Dangelo Walker” “Diego Jackson”. Detectives
were able to identify Suspect Johns though multiple databases and his Texas driver's license. Suspect Johns is also
known to use the name Dangelo Walker and is listed on one database as a possible relative of Suspect Walker. The
anonymous callers feared for their safety, but knew Suspect Johns by name, sight, and by his description.
Detectives also compared the clear surveillance video of Suspect Johns to his Texas driver's license photo and they
appear to be the same person.
On August 17, 2019, an anonymous witness who was not present during the offense observed the Dallas Police
media release of the game room murder suspects and recognized suspect 2 as William Walker. The witness has
known Suspect Walker for two years and knows him by name, sight, and physical description. The witness stated
Suspect Walker has tattoos under his left eye which is consistent with his Texas driver’s license photo. The
‘anonymous witness last saw Suspect Walker on the day before the offense and was informed two days later
Suspect Walker had a gunshot wound to his leg. A single photo of Suspect Walker was shown to the witness and
his identity was confirmed. Another anonymous tipster who recognized Suspect Walker on the surveillance screen
shot contacted Detective Ramirez and sent her Facebook screen shots and a photo of Suspect Walker.
Due to the extreme violent behavior of Suspects Johns and Walker, the anonymous callers fear for their safety.
Detectives are keeping the names anonymous at this time and will be able to later identify the witnesses who
provided their names.
