New Days Are Ahead at Harris County Tax Office

Dear Tax Office Employees:

Less than 12 months ago I embarked on a campaign to become your Tax Assessor-
Collector. At the time many political pundits thought I was chasing the impossible
dream. But, I had a clear vision of what I wanted to accomplish in the office and how to
go about achieving it. I was also reasonably confident my vision would be shared by the
voters. Guess what, it all worked out. When you read this I will have been sworn in as
your Tax Assessor-Collector.

Before I began this letter, I reviewed the two letters regarding my reasons for running
that I sent employees at the time I started my campaign. Nothing has changed. As I
promised, under my tenure, the Tax Office will act as an advocate for the taxpayers,
serve the needs of its customers and respect and value its employees. And, no, I
haven’t forgotten the cups and dress codes.

The work necessary to make these goals a reality will begin immediately. Changes will
be extensive and will come quickly. However, changes will be well thought out before
any action is taken. For the most part, all involved will have input.

Abusive employee work rules that have proliferated recently will be eliminated
immediately. And, so will childish treatment of employees. There is no justification for
managing employees in a disrespectful manner. On the other hand, poor employee
work habit and attitude problems that have reduced productivity and contributed to the
poor morale at the Tax Office also will be addressed early on. Employees will be
expected to roll up their sleeves, work as a team and help others when they can.

Yes, there will be employee terminations. Some employees, who in my opinion have a
demonstrated history of not measuring up to my standards for the office, will be let go
without further consideration. Other employees being considered for possible
termination will be consulted in hopes of reaching some agreement between us for their
continued employment. I hope to handle any terminations in such a manner that no
employee will cease to be paid prior to December 31st.

There is so much more to tell you, but not the space or time to do it. See you at work.
New days are ahead at the Harris County Tax Office.
