FamilyandA(A)Agriculturaldistricts.ThesurroundingpropertyisundevelopedandisownedbyLuminentEnergyandtheCorpofEngineers.•Thenearestresidentiallotisapproximately1,200fttotheeastfromthepadsite.Thenearestresidentialtotheeastandnorthisapproximately3,400ftawayintheCityofGrandPrairie.•Therequestsiteisoutsideof,butadjacentto,theMountainCreekfloodplain.•LuminentEnergyhasvolunteereddeedrestrictionsontheiradjacentpropertyprohibitingdevelopmentofresidentialusesandinstitutionaluseswithin600ftofthesite.Themajorityofthatpropertyisinthefloodplain.TheCorpofEngineershas

The3.71acresiteisundevelopedandislocatedonthenorthsideofCampWisdomRoad,approximately700feetwestofBeltLineRoad.Theapplicant'srequestforaSpecificUsePermitistopermitgasdrillingandproductiononthesite.Theprimarylandusessurroundingtherequestsiteareundevelopedtractsoflandtothenorth,south,eastandwest.Thenearestresidentialuseisapproximately1,200feettotheeastoftherequestsite.IntheDevelopmentCode,gasdrillingandproductionmeanstheactivitiesrelatedtothe"theextractionofanyfluid,eithercombustibleornoncombustible,thatisproducedinanaturalstatefromtheearthandthatmaintainsagaseousorrarefiedstateatstandardtemperatureandpressureconditions,ortheextractionofanygaseousvaporsderivedfrompetroleumornaturalgas."TheDevelopmentCoderequirestheapplicanttoprovidethefollowingsiteplansforagasdrillingandproductionuse:•Siteplanshowingexisting/originalconditions;
•Site/operationplanforthedrillingphase;and•Site/operationplanfortheproductionphase.
TheapplicanthassubmittedthefollowingplansfortheSpecificUsePermitapplication:anexistingconditionsplan,anoperationsplanforthedrillingphase,andanoperationsplanfortheproductionphase.Theoperationplanforthedrillingphaseaddressesthenatural-gasdrilling.Theplanshowsthe

approximateheightof160feetwillbeonsiteduringthisphase.Thebuildingofficialwillconsiderthisasatemporarystructure,similartoacraneusedinconstructingabuilding.TheSUPconditionswilllimitthedrillingphasefor90dayspercalendaryear,becausedrilling(withlighting)willbedone24hoursaday,andbecausethenoisewillimpactsurroundinguses.Therearetwomethodsfordrilling:anopen-loopsystemandaclosed-loopsystem.Anopen-loopsystemusesalinedmud-pittoholdmud.Themud-pitmaybeasafetyhazardandmayhaveanegativeimpactonadjacentproperty.Incontrast,aclosed-
