The3.71acresiteisundevelopedandislocatedonthenorthsideofCampWisdomRoad,approximately700feetwestofBeltLineRoad.Theapplicant'srequestforaSpecificUsePermitistopermitgasdrillingandproductiononthesite.Theprimarylandusessurroundingtherequestsiteareundevelopedtractsoflandtothenorth,south,eastandwest.Thenearestresidentialuseisapproximately1,200feettotheeastoftherequestsite.IntheDevelopmentCode,gasdrillingandproductionmeanstheactivitiesrelatedtothe"theextractionofanyfluid,eithercombustibleornoncombustible,thatisproducedinanaturalstatefromtheearthandthatmaintainsagaseousorrarefiedstateatstandardtemperatureandpressureconditions,ortheextractionofanygaseousvaporsderivedfrompetroleumornaturalgas."TheDevelopmentCoderequirestheapplicanttoprovidethefollowingsiteplansforagasdrillingandproductionuse:Siteplanshowingexisting/originalconditions; Site/operationplanforthedrillingphase;andSite/operationplanfortheproductionphase.
